Amendment One to RFP NIHOD201900019

1. Question 1: Page 80 requests complete cost proposals in the same format as the offeror’s cost proposal. Most subcontractors will not provide proprietary information to Prime contractors. Is the USG expecting to receive fully disclosed proposals directly from subcontractors?

Response: If the offeror is proposing a subcontractor for the LARC, then they will need to provide information requested.

2. For proposal purposes, will the USG provide a plug number for ODCs such as travel expenditures?

Response: The government is not asking for ODCs.

3. Page 64, Personally Identifiable Information (PII): please clarify whether PII will be involved under this contract, and if so please provide more information on the PII that contractors would be handling.

Response: Contractor employees may have access to personal cell phone information.

4. Appendix A: Security and Privacy Language for IT procurements. Does this apply to the

LARC?

Response: The government’s IT security director has provided the language applicable to this procurement. The clauses are applicable inasmuch as contractor employees will have access to government IT.

5. Will the Government consider the past performance of affiliated companies if the offeror demonstrates how the resources of the affiliate(s) will affect contract performance?

Response: The Government will consider the past performance of affiliated companies.

6. Will the Government consider documentation from a proposed subcontractor and/or an affiliated company providing proof of one year experience performing animal research care services per Section M-3 – Mandatory Qualification Criteria?

Response: The Government will consider documentation from a proposed affiliated company.

7. Can Prime Contractors add subcontractors to their team post-award?

Response: Yes.

8. On page 56, there is a note that the technical proposal shall address in a separate section "Information Security". Please confirm this should be a separate section.

Response: Yes.

9. On page 10 it states Task Order Responses will not be considered a proposal as defined in FAR Part 15 but in the next section under d on page 11"...Task Order proposals...". Was it your intention to call them proposals? The same instance is also found on page 48 under C.2.

Response: Task Order Responses will not be considered a proposal for this Solicitation. Task Order Request for Proposals will be issued and competed among this Solicitation’s resulting awardees, subject to the set aside provisions herein.

10. On page 51 it states under Proposal Format a list of criteria (Mandatory Qualification Criteria, Executive Summary, General Corporate Experience, Specific Experience, Organizational Structure, Management Approach, Technical Approach and Work Plan, Personnel and Staffing, Quality Assurance, Health and Safety, Timekeeping, Drug Policy, Other). Are these all to be included in the Business Volume as that is not clear in the instructions.

Response: As stated in the Solicitation, the criteria identified pertains to the Technical proposals.

11. Under Evaluation Criteria, for the Small Business Plan, will small businesses be rated since requirement is not applicable or will they be awarded the 5 points since they are a small business and will meet 100% of the goal?

Response: All businesses will be evaluated on the extent to which they propose to utilize small business concerns as a prime and as subcontractors.

12. Is the Proposal Intent Response Form provided for use in responding to Task Orders or should this be submitted as part of the solicitation response?

Response: All forms provided in this Solicitation pertain to this Solicitation only.
