NOTE: Technical Factors are more important than cost or price. Selection of the firm to perform each task order will be based on the Government’s assessment of the best overall value. Each task outlined in the statement of work has its own set of evaluation criteria.
Technical Evaluation Criteria for Recovery Services
1) Technical Capability (40 points) Offerors shall (a) demonstrate a clear understanding of magnetic tape recovery activities described in the SOW and (b) acknowledge that implementation is not guaranteed but depends entirely on the occurrence of a flood or other disaster and the Library’s determination of need for this service.
Offerors shall provide a brief, written description of basic procedures currently in place at the facility where the work would be done, listing, in sequence, the steps typically taken to (a) safely remove wet magnetic tapes from plastic cassettes; (b) maintain bibliographic control (numbering and labeling) over all items throughout the recovery effort; (c) properly dry, re-wind and re-tension tapes onto clean, new media that meet with the Library’s prior approval; (d) check playback quality of dried, re-housed tapes; and (e) safely return treated, correctly labeled and re-wound items to NLM. Offerors shall provide an approximate length of time to unpack, dry process and re-house one feature-length (approx. 1 hour) magnetic tape in a manner that meets the Library’s requirements.
Offerors shall indicate what actions would be taken, with prior NLM approval, to perform recovery treatments other than drying and re-housing in cases where condition problems are detected.
2) Past Performance (40 points) Offerors shall provide evidence of a successful magnetic tape disaster recovery operation undertaken for a library or archive, preferably within the past 5 (five) years, with current contact information for the institution / individual for whom the work was done. To the extent possible, offerors are asked to provide “before” and “after” images (or videos) illustrating the recovery work that was performed.
3) Corporate Capability (20 points)
(a) Staff qualifications
• Offerors shall provide resumes for all personnel who would work on the recovery of NLM motion picture films.
• Offeror shall indicate both lead and assistant personnel likely to be assigned to NLM recovery projects, including those who might inventory, evaluate, dry-process, repair or re-wind and re-house NLM motion picture films. Lead personnel shall have previous relevant motion picture film recovery experience; assisting personnel shall have at least 3 (three) years of relevant recovery experience and training.
(b) Physical facility
• Offerors are requested to provide a report documenting particulate levels at the recovery site over the previous 60 days. If such a report is not possible, the offeror shall describe recovery site environmental conditions in as much detail as possible, including:
· Temperature and humidity levels recorded over the past 60 days.
· Cleanliness and orderliness of the recovery site work area.
• Offerors shall provide evidence of security measures in place to mitigate against potential theft of NLM materials from the recovery site, including photographic evidence of a climate-controlled, locked storage room where NLM materials would be stored during the recovery phase.
Offeror shall provide a copy of the disaster response plan or memorandum that is in place at the recovery site, including contingencies for flooding and power outages that may compromise processing equipment, climate control equipment and intrusion alarm systems.
4) Section 508 Evaluation Factors (Unweighted – Evaluators will determine acceptable or unacceptable)
Responses to this solicitation will only be considered for award after it has been determined that the proposal adequately addresses the requirements for Section 508. Only proposals which contain adequate information to document their responsiveness to the Section 508 requirements (e.g. a completed GPAT, VPAT or equivalent and supporting documentation) will be eligible for any additional merit consideration.
Section 508 Acceptance Criteria: “Any communication and/or documents, e.g., emails, condition reports, manifests, invoices, produced as result of digitization workflow” delivered as a result of this solicitation will be accepted based in part on satisfaction of identified Section 508 requirements for accessibility. As part of this solicitation, vendor must include a completed GPAT, a sample of which is included as a part of this solicitation and will be evaluated as acceptable or unacceptable but will not be scored.
