VENDOR QUESTIONS
1.) The SOW for Solicitation NIHLM2015657RH posted 27 AUG 2015 to FBO includes five (5) sample tasks. Can you please clarify if offerors are required to include notional Sample Task response documentation (e.g., engineering plans, drawings, Cable Run Lists, Hardware Lists, etc.) for the proposal submittal?
Offerors are not required to respond to the sample tasks with drawings, cable run or hardware lists, etc., just an overall approach.
2.) Are we able to submit our pricing for the design of the systems and then our hourly rates for the installation? We won't be able to price out equipment until the system is designed and equipment is selected.
Yes, pricing proposals should include hourly rates for systems design and installation service rates. It is understood that equipment pricing is not applicable prior to the development of any final systems design.
3.) Is there a specific format or a page limit?
No.
4.) Has a contractor performed similar work to this for the government in the past?
Several contractors have performed similar work for the government in the past.
5.) If available, please provide the incumbent contract number.
As this is a new procurement there in no incumbent contract award.
6.) Do you have a document which outlines exactly what information you would like our firm to submit for this solicitation?
The Statement of Work, including Sample Tasks, and Evaluation Criteria are provided to guide and inform responses.
7.) Can the government please provide a Bill of Material (BOM) for the government furnished equipment (GFE) for the 5 sample Tasks?
The Sample Tasks in the Solicitation are provided to represent the potential magnitude of the work required as part of a tasking arrangement for yet-to-be-defined tasks. The Sample Tasks should serve as a guide to describe an overall approach. A Bill of Material will have no direct bearing on the requirement.
8.) Will the government provide the current AV control system software source code for the sample tasks that require a re-write?
Per the provided Statement of Work, the purpose of this procurement is to obtain, as part of a quick-reaction tasking arrangement, professional audio and video systems planning, design, engineering, installation, integration, and related testing services, including installation materials and equipment, as required. The current AV control system software source code will have no direct bearing on the requirement. The Sample Tasks should serve as a guide to describe an overall approach.
9.) Will the government provide architecture and audiovisual system drawings of the existing facility associated with rooms (Visitors Center Interactive Theater Projection System, NLM Auditorium Projection System, NLM Board Room Audio and Video Systems, Demonstration Room Systems, and the Editing Suite Systems) to ensure the best possible solution is provided to the government.
Per the provided Statement of Work, the purpose of this solicitation is to obtain a quick-reaction tasking arrangement. Audiovisual system drawings of existing NLM facilities would have no direct bearing on proposed responses and the Sample Tasks should serve as a guide to describe the overall approach to future actual tasks.
10.) Will there be a site survey offered? If not, will the government provide photos of rooms (Visitors Center Interactive Theater Projection System, NLM Auditorium Projection System, NLM Board Room Audio and Video Systems, Demonstration Room Systems, and the Editing Suite Systems)?
Fiscal year procurement deadlines do not allow a site survey for this solicitation. Photos of NLM Facilities will not be provided as they would have no direct bearing on proposed responses of the overall approach to future actual tasks.
11.) Will the government provide an equipment list of the existing AV systems in rooms (Visitors Center Interactive Theater Projection System, NLM Auditorium Projection System, NLM Board Room Audio and Video Systems, Demonstration Room Systems, and the Editing Suite Systems)?
Per the provided Statement of Work, the purpose of this solicitation is to obtain a quick-reaction tasking arrangement. An equipment list of existing NLM facilities would have no direct bearing on proposed responses and the Sample Tasks should serve as a guide to describe the overall approach to future actual tasks.
12.) Is a detailed bill of materials required? Or, just a narrative of the typical equipment/systems we should use in sample tasks 1 through 5?
No, a detailed list of materials is not required, just a narrative of an overall approach to a tasking arrangement. The Sample Tasks represent potential future tasks and are provided to serve only as a guide to the development of a response.
13.) Is a labor estimate for the services (labor) associated with sample tasks 1 through 5? Or, just a price schedule based on the labor categories and hours provided by the government?
Responses should indicate any labor categories that the Offeror feels is appropriate to accomplish future tasks, guided by the sample tasks, and the associated costs for each labor category.
