ATTACHMENT VI - NIHES2016090 000002 - GOVERNMENT’S RESPONSES TO INDUSTRY QUESTIONS
No. Reference Question Response
1 General/RFQ
Are we submitting a capped quote for the entire duration of the contract (5 year period), to include all coaching, training, and consulting services we’d provide?
As stated in RFQ SECTION L 4. Quote Preparation Instructions.
C. Volume III – Price Submission (b) Tab 2 – Price Quote.
Contract Pricing Matrix: The price matrix will have labor rates that reflect the maximum rates that will be paid for each labor category through the life of the contract.
2 General/RFQ
Is there a specific format required for the quote and proposal? I see:
“All items within the Request for Quote (RFQ) must be fully completed and returned by the due date and time indicated above.” I’m wondering if there is a set format/form for this, or if you simply want us to submit a proposal using our own format.
See instructions for the format at RFQ SECTION L 4. Quote Preparation Instructions. C. Volume III – Price Submission (b) Tab 2 – Price Quote.
3 General/RFQ Is there a document that best outlines the scope of the project, so we can accurately assess our involvement?
See Attachment I - General Statement of Work
4 General/RFQ
We have registered with SAM for our past work. I’m assuming the following statement represents another required step, but can you confirm? “IF YOU INTEND TO SUBMIT A PROPOSAL, YOU MUST: (1) Go to the Online Representations and Certifications Application (ORCA) and complete the Representations and Certifications. Offerors must access ORCA through the System for Award Management (SAM) at http:// www.sam.gov; and (2).
Complete, and INCLUDE as part of your price proposal.”
Quoters are required to complete RFQ SECTION L 4. RFQ SECTION L 4. Quote Preparation Instructions. C. Volume III – Price Submission (a) Tab 1 - RFQ Document

4.2.1 and 4.2.2. pg 2/SOW: Please confirm that all teams that might be observed are located together in RTP.
The NIEHS is located in Research Triangle Park (RTP), North Carolina. See Attachment I – SOW section 1.2., “The Senior Leadership of the NIEHS is made up of the Director, Deputy Director, Scientific Director, Clinical Director, Extramural Director, Executive Officer, and the Chief of Staff. Staff at the Branch Chief level may also be considered Senior Leadership.”
6 Attachment I
- SOW
5.2 pg 3/SOW: This section states that the Government will supply office space on the Government facilities for two contractors. Please clarify if that is for 2 contractor staff in a full-time capacity onsite at NIEHS-provided facility or as needed when onsite facilitating, observing, and/or coaching?
Contractors will not be on-site on a full-time basis. Office space will only be provided when coaching and training are going on at the NIEHS.
7 Attachment I
- SOW
1.2 pg 1/SOW: This section states a PULSE survey was conducted in 2010-2011. Have any subsequent PULSE surveys been conducted since then? If so, please provide a copy of the most recent report, along with a copy of the 2010-2011 survey.
The requested information falls within Exemption 2, “Information related solely to the internal personnel rules and practices of an agency” of the Freedom of Information Act (FOIA) and is therefore protected from public disclosure.
8 Attachment II
– STO SOW
3.1/Sample TO SOW: Please confirm that the 15 executive coaching sessions of a minimum of 1-hour each are all individual coaching sessions (coach and 1 Executive Leader)
This is a sample task order. Any assumptions to be made are to be made by Quoters. The Government is requesting your technical assumptions. NOTE: This is just a sample task order and not a real one that will be issued as an award.
9 Attachment II 3.2/Sample TO SOW: Please confirm that pricing is not required for Please refer to Section M.1 (a) (3) FACTOR 3 - PRICE: …….
http://www.sam.gov/
– STO SOW the sample task that NIEHS is looking at this from more of a technical solution approach versus a FFP?
“The Government will evaluate each Quoter’s total price for the STO to determine if the Quoter’s price is fair and reasonable utilizing price analysis techniques in accordance with the guidelines in FAR 13.105. ….” A task order will not be issued for the STO.
10 Attachment II
– STO SOW
3.2/Sample TO SOW: In order to reduce the number of assumptions and variance between sample TO responses, please provide additional information such as:
Existing GFI related to strategic planning and development for Executive and Director level positions
Most current existing NIEHS strategic plan Any updated draft NIEHS strategic plan to be released Current detailed job descriptions for the Executive and
Director level positions Strengths and weaknesses currently exhibited by the
Executive and Director level positions Details on any similar support that NIEHS has brought in previously to address this need and the associated outcomes.
This is a sample task order. The Government is requesting your technical approach/solution to the scenario and doesn’t intend on providing the solution. Quoters are to provide their own assumptions. NOTE: This is just a sample task order and not a real one that will be issued. Amendment 000001 reduced the request from seven (7) bullets to three (3) bullets. No additional information is being provided.
11 Attachment I
- SOW
Will the Government please extend the proposal due date to ensure Offerors have sufficient time to receive answers to questions, analyze their impact to Offerors’ proposals, and then finalize their best responses?
See Amendment 000002 for extension information
12 Attachment I
- SOW
Where are semi-annual retreats held (if not in RTP please specify) These are normally done off site but generally around RTP.
13 Attachment I
- SOW
In paragraph 3.1.1 SMEs, it says, “The Contractor shall provide trained personnel with experience in repair and maintenance of the equipment types listed herein.” Was that paragraph included in error? It doesn’t seem to apply to this RFP.
See Amendment 000001 for revision.
14 Attachment I
- SOW
Paragraph 10.3.3 says, “Applicants are required to complete and electronically submit a number of forms through e-QIP, an Office of Personnel Management online system. Additionally, all applicants must be fingerprinted. The requirements for this process change regularly, so please check the ORS/DPSAC website http://www.ors.od.nih.gov/ser/dpsac/badge/Pages/locatingbadge.aspx often.” Does that step need to be completed before contract award? Or is it just for employees of the contractor who is awarded the contract?
This step is completed by the awardees after award.
15 General Do coaches need to be ICF certified? If so, at what level? See Attachment I – SOW section 3.2. for qualifications.
16 Attachment II
– STO SOW
How many days do the Leadership Retreats typically last? The Leadership Retreat is generally semi-annual, but may be more often depending on issues and staff changes. There are no set dates or set length of time. The dates are very flexible as getting all of the Executive Leadership together is not easy. The http://www.ors.od.nih.gov/ser/dpsac/badge/Pages/locatingbadge.aspx retreat is set up independently depending on the issues to be covered. The requirement is for the contractor to coordinate the setting up, agenda, and process used for each retreat. This is generally done in partnership with the NIEHS Chief of Staff.
17 General/RFQ
Would it be possible to have an extension of the submission deadline?
Or, as an alternative, could we submit our proposal on time, with a note that our SAM registration is pending?
See Amendment 000002 for extension information. To be eligible for contract awards, Quoters must be registered in SAM.
This means that if a company is not registered in SAM when we are prepared to issue the award, we cannot award the contract to them.
18 Attachment I
- SOW
In the general statement of work (attachment I), approximately how many people are expected to participate in (4.1) coaching?
Specific task orders will be issued with details specifying this information; however, this will typically consist of the positions specified in Attachment I – SOW section 1.2.
19 Attachment II
– STO SOW
For the semi-annual leadership retreats in the sample task order (attachment II), how many participants are expected?
Please refer to information in the RFQ and Attachment I – SOW, for information on senior leadership composition.
20 Attachment I
- SOW
For #2 and 3, would this be the 7 senior leaders listed in 1.2 of the general statement of work, plus branch staff? 1.2. The Senior
Leadership of the NIEHS is made up of the Director, Deputy Director, Scientific Director, Clinical Director, Extramural Director, Executive
Officer, and the Chief of Staff. Staff at the Branch Chief level may also be considered Senior Leadership.
