GENERAL STATEMENT OF WORK FOR
SENIOR LEADERSHIP TRAINING AND COACHING
NATIONAL INSTITUTES OF ENVIRONMENTAL HEALTH SCIENCES
RESEARCH TRIANGLE PARK, NC
1.0. BACKGROUND: The National Institute of Environmental Health Sciences (NIEHS), located in Research
Triangle Park, North Carolina, is one (1) of 27 research institutes and centers that comprise the National Institutes of
Health (NIH), U.S. Department of Health and Human Services (DHHS). The mission of the NIEHS is to discover how the environment affects people in order to promote healthier lives. The NIEHS as a primary function conducts, fosters and coordinates research on the biological effects of chemical substances and physical factors present in the environment, utilizing (1) its own laboratories and personnel; (2) contracts; and (3) grant-in-aid to universities for research projects, training, fellowships and environmental health centers. The NIEHS seeks by these means to develop understanding of the mechanisms of action of environmental substances, to provide the scientific basis for evaluating their extent and severity on a national scale, and to define and develop methods for diagnosis and treatment of environmentally induced illness.
1.1. The Office of the Director (OD) provides leadership, coordinates initiatives, and oversees the scientific research, administration, and communications for the National Institute of Environmental Health Sciences (NIEHS) and
National Toxicology Program (NTP). The OD works with other federal agencies, as well as public and private institutes and organizations, to coordinate and support research on environmental health sciences.
1.2. The Senior Leadership of the NIEHS is made up of the Director, Deputy Director, Scientific Director, Clinical
Director, Extramural Director, Executive Officer, and the Chief of Staff. Staff at the Branch Chief level may also be considered Senior Leadership. During 2010-2011, in response to a corrective action plan mandated by NIH, the
NIEHS underwent a workplace climate assessment and developed a plan to improve the workplace. As a result of this, the “Pulse” survey was developed as a means to analyze the results, present the outcomes to the Institute, and provide training workshops to various branches and divisions across the Institute. Improvements were also implemented based on the Pulse survey results. The goal is to create a dynamic and cohesive Senior Leadership team by improving management and leadership skills.
2.0. SCOPE: This Statement of Work (SOW) will be used to execute a broad range of support services under the resultant multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. During the contract period, the
Government will identify tasks required to complete each specific project. Task orders with more specific details will be placed as needed by the NIEHS. Specific performance dates and quantities will be specified on each individual task order.
The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor. The Contractor, in turn, shall be accountable to the Government for Contractor or subcontractor personnel.
2.1. The services are non-personal services and are to provide the NIEHS with timely continued training coaching, and teaching of NIEHS Senior Leadership. The contractor shall provide all training, coaching, and teaching of NIEHS
Senior Leadership located at Research Triangle Park, North Carolina. The Contractor shall provide staff and supervision with adequate skills and experience to perform the required tasks and sub-tasks efficiently.
3.0. CONTRACTOR PERSONNEL: The contractor shall provide personnel who are qualified and knowledgeable in training, coaching, and teaching in support of leader development, guidance, and education for NIEHS.
3.1. Key Personnel: The following are considered key personnel by the Government:
3.1.1. Subject Matter Experts (SMEs): The Contractor shall provide trained personnel with experience in repair and maintenance of the equipment types listed herein.
3.2. Qualifications for Key Personnel: Possess at least 15 years or more experience in organizational process improvement with previous history of providing coaching, leadership development guidance, strategy implementation to Senior Level Executives and Director Level Executives. History of this performance must have been conducted with results proven methodologies. This will be shown by use of metrics of improved processes for organizations and institutions, actions compiled to receive those results (Example: Case Studies), or by demonstration of strategy development, strategy implementation, and the ability to provide guidance on strategy integration with effective results.
4.0. TASKS: The Contractor shall provide services to execute task orders awarded under this contract.
4.1. Senior Leadership Coaching: The Contractor shall provide executive coaching sessions with several of the
Executive Leadership at NIEHS; the goal is to improve management and leadership skills. As part of the executive coaching, the Contractor shall provide coaching during the semi-annual Leadership Retreats. The Contractor shall develop the semi-annual Leadership Retreat curriculum. The goal is to create a dynamic team over the life of the contract.
4.1.1. Sessions will be performed for the purpose as stated in and at the time requested by task order. The sessions may be performed in-person at NIEHS or via Lync, videoconference, or telephone. The method will be a result of discussion with the contractor and the task order COR, based on the task requirements – the task order COR will make the final decision.
Travel expenses at the government rates will be paid when in-person meetings are required.
4.2. Guidance on Strategic Planning to Senior Leadership: The Contractor shall continue to provide guidance on strategic planning during the creation and implementation of several projects.
4.2.1. The Contractor shall provide guidance on strategic planning by facilitating meetings, observing team interactions, providing recommendations on ways to accomplish such planning in the most effective, transparent and efficient manner.
4.2.2. The Contractor may be required to attend various staff meetings to observe the dynamics of group interaction, and later provide recommendations for ways to make the group more efficient.
4.3. Deliverables include: The Contractor will deliver to the COR of the ID/IQ a monthly report detailing the work done over the previous month. These reports will cover each calendar month and will be due to the COR no later than the 10 th of the month following that covered by the report. Each report shall contain the following:
What services were provided
When each service was provided
To whom were they provided
Number of hours spent on each service provided
Staff member(s) providing the service
Cost of the service provided (based on number of hours and level of personnel providing the service)
Whether service was provided on site or via teleconference/videoconference
Dates and cost of any travel
Any comments or remarks that may be required for clarification
5.0. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES: This section identifies those items such as property, information and/or services that will be provided for the contractor’s use (without cost to the contractor) to allow the contractor to provide the required services, such as materials, facilities, training, etc. as follows:
5.1. Equipment: This equipment is only provided while the contractor is on-site:
Shared printers, fax machines, copiers, document scanners, and other typical office equipment
Workspace with desk and chair
Account on a Citrix Server (as needed)
Virtual Private Network (VPN) client software (as needed)
NIH or NIHEXT computer accounts (as needed)
NIH email accounts (as needed)
Other High speed access to the Internet
Secure computing environment
Information technology support
Office supplies
Access to shared meeting space
Specialized equipment and software needed to perform specific tasks such as projectors for presentations
(as needed)
5.2. Facilities: The government will supply office space on the government facilities for two (2) contractors.
6.0. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES: The Contractor shall furnish all supplies, equipment, and services required to perform work under this contract that are not listed under section 8 of this PWS.
6.1. The contractor shall furnish and/or provide all necessary/required supplies, services, qualified personnel, materials, labor, supervision, and equipment not listed as being specifically provided by the government below.
7.0. HOURS OF OPERATION. Work will be performed up to 40 hours per week during normal business hours, Monday-Friday, excluding Federal holidays. Core hours are: Monday through Friday, 8:00 am – 5:00 pm.
7.1. The National Institutes of Environmental Health Sciences observes the following holidays:
New Year’s Day Labor Day
Martin Luther King’s Birthday Columbus Day
Presidents Day Veteran’s Day
Memorial Day Thanksgiving Day
Independence Day Christmas Day
8.0. PLACE OF PERFORMANCE: National Institute of Environmental Health Sciences, Building 101, 111 T.W.
Alexander Drive, Research Triangle Park, North Carolina 27709 and within the contiguous United States (CONUS).
9.0. PERIOD OF PERFORMANCE: The requirement has a five (5) year ordering period. Individual task orders issued cannot exceed a 12 month period.
10.0 SECURITY REQUIREMENTS:
10.1. NIEHS has the right to restrict and control access to its facilities, property, and data. The contractor shall ensure all contractor employees complete the following requirements before starting work on this contract and any task orders submitted under it:
Submit all forms required for initiation of a background investigation (See 10.1 Background Investigations
[http://www.pmi.org/].
Complete the NIH Computer Security Awareness Training at http://irtsectraining.nih.gov.
Sign the Non-Disclosure Agreement (included as part of the NIH Computer Security Awareness Training).
10.2. NIEHS’s exercise of its right to grant and revoke the access of particular individuals to its facilities, or parts thereof, shall not constitute a breach or change to this contract.
10.3. Background Investigations.
10.3.1. Background investigations are required for all contractor/subcontractor personnel who have:
Access to sensitive government information, Access to federal information systems (including those hosted at contractor facilities), or
Regular or prolonged physical access to federally‐controlled facilities.
10.3.2. The NIH Office of Research Services, Division of Personnel Security and Access Control (ORS/DPSAC) manages the background investigation process. Their website at http://idbadge.nih.gov/background/index.asp provides more information on this subject and discusses the process that is involved.
10.3.3. Applicants are required to complete and electronically submit a number of forms through e-QIP, an Office of
Personnel Management online system. Additionally, all applicants must be fingerprinted. The requirements for this process change regularly, so please check the ORS/DPSAC website http://www.ors.od.nih.gov/ser/dpsac/badge/Pages/locatingbadge.aspx often.
10.3.4. Contractor and subcontractor employees participating in this project will require the following sensitivity level, clearance type, and investigation requirements depending on the position held by the employee:
Level 1: Non-Sensitive – Contractor/subcontractor employees assigned to Level 1 positions shall undergo a
Suitability Determination and National Agency Check with Inquiries (NACI).
Level 5b: Public Trust Moderate Risk – Contractor/subcontractor employees assigned to Level 5b positions shall undergo a Minimum Background Investigation (MBI) which includes a National Agency Check with
Inquiries & Credit Check (NACIC) and a face-to-face interview with a personal investigator.

10.3.5. The contractor shall ensure all contractor personnel requiring access authorization have valid NIH PIV badges. The contractor shall ensure that employees working at NIEHS/government facilities display this badge on their person at all times.
10.3.6. The contractor shall collect and return badges for employees:
Who are no longer working on this Task Order;
Who no longer require access;
Upon expiration of badges;
10.3.7. When the contract expires or terminates. The contractor shall immediately notify the COR by email of any of these occurrences and return the badges as directed by the COR. The contractor shall also complete the procedures under Section 10.4 Personnel Separation.
10.3.8. Security Awareness. The contractor shall:
Ensure that all contractor employees complete annual IT Security training and remote access training.
Incorporate the NIH IT General Rules of Behavior into the contractor’s own awareness programs.
Support role‐based IT security training through an additional set of contract activities and record participation in the appropriate NIH tracking application.
Support the local NIEHS security training and awareness program.
Understand the NIH IT security policies and their impacts to ongoing work and new projects managed as part of the lifecycle of the work.
10.3.8.1. The contractor shall ensure 100% prompt participation of contract employees within NIH deadlines for all
IT security training elements, including role-based, first time, annual, remote access, and privacy awareness training.
10.3.8.2. No contractor shall violate the NIH IT General Rules of Behavior.

10.3.8.3. The contractor shall ensure that all contractor employees complete the non-disclosure form when the employee completes the IT security awareness training.
10.4. Personnel Separation
10.4.1. The contractor shall work with the COR and CO to ensure that all separation requirements are met for departing employees prior to their departure. If the contractor fails to inform NIEHS when an account is no longer needed to perform NIEHS’s work, the contractor shall be responsible for any damage caused by misuse of the unauthorized account.
10.4.2. The contractor shall perform and document the actions identified in the Employee Separation Checklist when a contractor/subcontractor employee terminates work.
11.0. TRAVEL: The Contractor shall be required to travel within the Continental United States (CONUS) in strict compliance with all specifications, terms and conditions, and all other provisions contained herein in.
11.1. Travel requires Government preapproval, authorization, and notification to the Contracting Officer’s Representative
(COR).
11.2. The Contractor shall be authorized travel expenses consistent with the provisions of Federal Acquisition Regulations
(FAR) 31.205-46 Travel Costs and the limitation of funds specified in this contract.
12.0. SAFETY AND HEALTH: The Contractor shall comply with all Federal, North Carolina State, Occupational
Safety and Health Administration (OSHA) standards and local laws and regulations concerning the environmental, occupational safety and health, and hazardous material. The contractor shall ensure employees have all required training and certifications related to OSHA requirements. The documentation shall be readily available for the
Contracting Officer to review at any time during the life of the contract.
13.0. DATA RIGHTS: The Government has unlimited rights to all documents/material produced under this contract to the extent permitted by the data rights clauses. The parties mutually acknowledge their understanding that this is the government’s intent. All documents and materials, to include the source codes of any software, produced under this task order shall be government owned and are the property of the government with all rights and privileges of ownership/copyright belonging exclusively to the government. These documents and materials may not be used or sold by the contractor without written permission from the contracting officer. All materials supplied to the Government will be the sole property of the government and may not be used for any other purpose. This right does not abrogate any other government rights.
