2.0. TASKS: The Contractor shall provide special technical or analytic services to manage and execute this task order as follows:

2.1. Manage the development and maintenance of on-line bibliographic databases, such as a database for climate change and health published literature, for publication on the NIEHS website, to include:

Development and implementation of automated search algorithms

Development and implementation of automated data extraction algorithms to code individual publications for specific categories of content and topics

Human curation of data records and coding

Updating of existing databases as specified with new references

2.1.1. Scope: The NIEHS Climate Change and Human Health Literature Tool is an online, searchable database of the published literature (peer-reviewed and certain gray literature) on the scientific basis of climate change impacts on human health. This project was launched in March 2014. The following 18 topics were searched to compile the bibliography: Heat, Air Pollution, Extreme Weather/Injuries, Wildfire, Allergies, Vector Borne Disease, Food and

Water Borne Disease, Mental Health, Food Insecurity, Water Insecurity, Toxicity, Displacement/Migration/Conflict, Cost, Adaptation/Preparedness strategies, Co-benefits/Co-harms, Communications, Climate Justice/Equity, and

General Climate Change and Health. Searches were limited to English language citations of human studies published starting in 2007 through May 2012, and were conducted by searching PubMed, Scopus, and Web of Science. Google

Scholar was also searched to gain access to gray literature references. In each of the databases, the advanced search option was used to search for relevant terms in titles, abstracts, and keywords. In most searches, terms were searched using Boolean combination with one, more, or all of the terms: climate change, global warming, climate, climate change, health, public health, urban health, climate variability, weather, or world health. These terms were also searched as MeSH terms (Medical Subject Headings) in PubMed. EndNote bibliographic software was used to eliminate duplicate references, capture and manage relevant references, and aid in recording detailed classifications for each abstract. Subject matter experts curated the literature by tagging publications according to subtopics under the aforementioned 18 main topic areas. The database currently contains more than 3,000 citations. In addition to being searchable, users can browse by specific subtopic areas of high relevance to climate change researchers. The web design and content population of the site is nearing completion. This request is for the identification/customization/application of software to update the literature in the database and appropriately tag/curate it on an ongoing and automated (to the extent possible) basis. The goal is to reduce time and costs for updating and maintaining the database by automating as much of the process as possible using text mining and other techniques.

2.1.2. Objective: To accomplish this goal, the contractor shall:

Develop, pilot and implement an automated search algorithm to retrieve records and/or publications

Develop, pilot and implement an automated data extraction algorithm to tag individual publications by type of content and topics

Test the search and data extraction algorithms against existing databases, including the NIEHS CCHH

Literature Database and the bibliography of the recent Climate Health Assessment.

Update the NIEHS CCHH Literature Database from April 2014 through April 2016 with relevant and accurately tagged publications

2.2. Assist with the development of educational materials for environmental health, including professional training and capacity building and pre-college education

Support GEH program efforts to collaborate with outside partners to develop and distribute lesson plans, exercises and other materials to pre-college teachers

Identify and subcontract with educational experts to assist in the development of lesson plans, exercises and other materials related to climate change and human health

2.2.1. Scope: The NIEHS GEH Program, along with its Office of Science Education and Diversity, is working in partnership with other federal agencies and non-governmental institutions to develop, share, distribute and train teachers in the use of educational materials for K-12 STEM education. While the focus of NIEHS is on developing formal K-12 STEM education materials, through partnerships the materials are also suitable for adaptation for informal education settings and higher education. To facilitate the development, review, pilot testing, dissemination and training of these materials, NIEHS is working with the American Meteorological Society to convene an informal group of educators.

2.2.2. Objective: To accomplish this goal, the contractor shall:

Provide a subject matter expert in environmental education to convene this informal group and coordinate the development and piloting of educational materials for approximately 4 hours per week for 20 weeks.

Support a monthly teleconference, including developing agendas and writing summary notes

2.3. Partnerships and Representation: In assisting the GEH Program in facilitating partnerships, domestic and international, the contractor is expected to have relationships with various non-governmental organizations whose missions align with the mission of the global environmental health and climate change program. International NGOs may be in a better position to reach target audiences through webinars, materials development, and workshops in their home countries than the contractor. The Program would expect the contractor to work in conjunction with the

NGO to ensure these efforts are accomplished. At times, the project officer will direct the Contractor to wire transfer funds or forward a check to provide financial support for international and other programmatic efforts. These checks or wire transfers may range from $500 to $50,000, and may be in direct support of the various non-governmental organizations, universities, foundations, and sponsorships, throughout the continental U.S. and abroad. The

Contractor should have funds available for immediate disbursement upon the government’s request. The Contractor staff will also represent the GEH program, through speaking opportunities or presentations, at specific GEH conferences, meetings, seminars and other events as requested by the Program Officer.

2.3.1. Scope: At times, the Project Officer will direct the Contractor to wire transfer funds or forward a check to provide financial support for international and other programmatic efforts. These checks or wire transfers may range from $50 to $50,000, and may be in direct support of the various non-governmental organizations, universities, foundations, and sponsorships, throughout the continental U.S. and abroad. The Contractor should have funds available for immediate disbursement upon the government’s request.

2.3.2. Objective: To accomplish this goal, the contractor shall:

Provide $20,000.00 in funding support to an Indian NGO to maintain the Understanding Climate and

Health Associations in India community of practice project.

Provide $3,000.00 in funding support to an Indian NGO to produce 3 webinars on climate change and health issues to be determined.
