ADDITIONAL BUSINESS PROPOSAL INSTRUCTIONS
The business proposal shall be submitted as a separate volume from the technical proposal. The following information should be used to assist offerors in preparing their business proposal.
Note that the list of activities below is provided for costing purposes and to give offerors an idea of the type and frequency of assignments during each year of the contract. The number of activities may vary from year to year depending upon the needs of the government.
A. Yearly Activities: For cost planning purposes only, it is expected that the following numbers of analyses and reports will be required each year of the contract:
1. Bioinformatics reports summarizing data analysis and methods for Omic technologies.
(10 per year).
2. Bioinformatics reports summarizing data analysis and methods for Genomic Sequencing Data. (8 per year).
3. Bioinformatics reports summarizing data analysis and methods for Epigenetics support.
(5 per year)
4. Bioinformatics reports summarizing data analysis and methods for Toxicogenomics support. (10 per year).
5. Bioinformatics reports summarizing data analysis and methods for High Throughput Transcriptomics. (5 per year)
6. Bioinformatics reports summarizing data analysis and methods for conducing Cheminformatics support for HTS data analysis and integration (5 per year).
7. Bioinformatics reports summarizing data analysis and text mining methods for Informatics & information data mining for document review studies (10 per year).
8. Bioinformatics reports summarizing data analysis and data mining methods for Impact Research (5 per year).
9. Publication and meeting presentation assistance projects combined (10 per year)
The amount of time required for each project varies. The estimate for the number of total bioinformatics projects per year is 68 projects at an average of approximately 400 hours per project. This labor estimate is provided for offerors’ informational purposes only and shall not be considered restrictive for proposal purposes.
B. Travel activities: for costing purposes only, assume the following travel is required each year:
1) Two persons to attend the annual Tox21 workshop located at ** for two nights.
(**assume Washington DC is the location)
2) One person to attend the annual Society of Toxicology Meetings located at ** for two nights. (**assume Baltimore, MD is the location)
OPTIONS
The contract shall be proposed as a cost plus fixed fee, level of effort type contract. The base period shall consist of twelve months of performance (one year).
Option I (Option Years) – Option I shall consist of four one-year options to extend performance of the base contract.
Option II (Optional Quantities) – Option II is for an additional level of effort each year.
Option II may be exercised to add additional level of effort one (1) time per year for up to 10% of the level of effort of the base/option year. The period of performance for Option II shall not exceed the term of the Base Period or Option Year in which the option is exercised.
Option III - Optional 6-month extension under FAR 52.217-8 If necessary, a separate option may be exercised in accordance with FAR 52.217-8 at the end of the contract to extend the period of performance for six months beyond year five (5) of the contract. Please provide a separate cost spreadsheet for this 6-month extension at the same rates in existence for Year 5.
NOTE—The Government is likely to exercise the options. As outlined in Section M. of the solicitation (page 82, Item 4), offers will be evaluated by adding all options to the total price for the basic requirement.
Cost Spreadsheets Offerors should submit a separate detailed cost spreadsheet for: (1) each year of the base contract (base & Option I); (2) a detailed cost spreadsheet for Option II; (3) a detailed cost spreadsheet for Option III; and (4) a single cost spreadsheet which summarizes the total costs for the entire contract. The spreadsheets shall include estimates of cost/level of effort for the activities listed in A and B above and using the information provided in the Statement of Work, the solicitation and all attachments. Please specify if the labor hours are inclusive of vacation, sick leave, and holiday, and are inclusive of proposed subcontractor labor hours.

The Contractor is required to supply any equipment, property or service needed to fulfill the SOW, including but not limited to, the items specified below.
