STATEMENT OF WORK (SERVICES)

(SOW)

GENERAL INFORMATION

Title of Project:

100% Helium Recovery and Recycling System and Service Maintenance Agreement

Statement of Need and Purpose:

The purpose of this requirement is to provide a 100% helium recovery and recycling system for the NIMH MEG Core Facility. In addition to the 100% helium recovery and recycling system, we are requesting a one-year full maintenance and a three-year extended warranty for a total of four years of comprehensive coverage. Additionally, the required system must seamlessly integrate with the existing CTF MEG system and helium will not be procured under this requirement, in compliance with FAR Subpart 8.5.

Background Information and Objective:

The mission of the NIMH MEG Core Facility is to maintain a state of the art magnetoencephalography (MEG) platform to obtain in vivo measurements of brain function.

This enables investigators across the NIH IRP to reach their research objectives. The MEG core facility currently possesses a state-of-the-art CTF 275 channel MEG system. The MEG system is able to detect extremely weak electrical fields (on the order of femto-tesla) using superconducting quantum interference devices (SQUIDs). These sensors must be maintained at an ultra-low temperature by immersion in liquid Helium (LHe). The MEG core currently uses at least 6500L of liquid helium per year. Costs are expected to increase, and supply is expected to tighten, particularly in 2021 when the U.S. Bureau of Land Management phases out the strategic helium reserve. A 100% helium recovery system can recycle 100% of the helium, completely eliminating the MEG Core’s reliance on this costly, increasingly scarce, non-renewable resource. The proposed closed-loop 100% helium recovery system will incorporate automated transfers that will also eliminate the need to perform manual LHe transfers. The required system must fully integrate with the existing CTF MEG system in such a manner that system performance is not altered and all provisions of the ongoing CTF maintenance contract are respected.

Period of Performance:

The period of performance shall be four (4) years and nine (9) months from the date of award.

Installation of equipment will have a duration of nine months, plus one-year maintenance and three-year extended warranty for a total of four years.

Place of Performance:

The place of performance shall be at the National Institutes of Health (NIH) NIMH MEG Core Facility, Building 10, Rm. B1D65B, Bethesda, MD.

SCOPE OF WORK

General Requirements:

Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below.

1. The Contractor shall provide the following to the MEG Core:

o Design of an NIH specific site/system layout (in collaboration with MEG Core Facility staff at the NIH) o System integration and Quality control (to be performed at the Contractor site);

o Shipment and installation of the 100% helium recovery system at the NIH site o Training of MEG Core Facility staff in operation and basic maintenance (at the

NIH site) o One-year maintenance on the system o A three-year extended warranty of the system

Specific Requirements:

Under the direction of the Contracting Officer’s Representative (COR), the CTF 100% Helium Recovery System will consist of the following elements:

o Helium liquefier, consisting of two cryocooler cold-heads and associated compressors to provide a capacity to liquefy 40 liters per day of LHe. The use of two cold-heads will provide a level of system redundancy and load balancing to minimize service intervals.

o A 150-liter LHe storage dewar, storing LHe produced by the liquefier.

o A warm helium gas compressor, which will capture the normal system boil-off, as well as additional exhaust gasses produced during LHe transfer into the MEG dewar. The capacity of the compressor should be 100 liters/min at 210 psi.

o Four helium gas storage tanks to store exhaust gas when the liquefier is off; each tank should have a capacity of 9 liters at 210 psi.

o Custom LHe transfer line permanently installed on the MEG dewar.

o System controller with options for scheduling liquefaction and transfer, with appropriate error monitoring.

Importantly, these elements must integrate fully with the existing CTF MEG installation, with all installed equipment certified by CTF such that all provisions of the ongoing service contract for the MEG device are respected.

In addition, the Contractor will provide appropriate training on system use and maintenance to MEG Core Facility personnel.

The Contractor will also provide the first annual maintenance of the system within this contract.

The Contractor will provide a three-year warranty covering all equipment and labor.

LEVEL OF EFFORT:

Equipment, maintenance, labor and extended warranty at fixed pricing is anticipated for the period of performance.

GOVERNMENT RESPONSIBILITIES

The Government will assist the Contractor in developing a layout plan for the installation in the MEG Core Facility laboratory.

The Government will ensure that appropriate electrical outlets and chilled water supply are provided at the site of installation to facilitate installation of the 100% helium recovery system.

During the installation, the Government will provide a workplace and allow the Contractor to perform work at NIH Building 10. This excludes federal holidays or when the facility is closed (e.g. weather emergencies).

These duties will be performed in collaboration with the personnel of the MEG Core Facility under the supervision of .

The Government will be responsible for reviewing activities and providing feedback. Reports generated as the result of this contract will be reviewed and approved within two weeks upon completion.

DELIVERY OR DELIVERABLES

1. Reporting Requirements

The Contractor shall send progress notices, at least bi-weekly, to inform MEG Core Facility staff and the COR, on current progress of the equipment procurement, system integration, and performance testing phase of work which occurs at the Contractor site.

OTHER CONSIDERATIONS

Travel:

The Contractor shall install the equipment at the National Institutes of Health, Building 10, Bethesda Main Campus. All travel and delivery costs are incurred by the Contractor.

Key Personnel:

Original Equipment Manufacturer (OEM) certified technicians capable of performing system integration, quality assurance testing, installation of the system, and training for NIH investigators. At least two Contractor personnel will be on site during the installation.

Furthermore, the Contractor will be responsible for the actions of all individuals provided to work under this contract. If damages arise from work performed by Contractor-provided personnel under the auspices of this contract, the Contractor will be responsible for all resources necessary to remedy the incident.

Information System Security Plan:

Contractor personnel performing work under this contract will not have access to NIH computer systems.

All costs associated with obtaining clearances for Contractor-provided personnel will be the responsibility of the Contractor.

Data Rights:

The NIMH shall have unlimited rights to and ownership of all deliverables provided under this order. The definition of “unlimited rights” is contained in Federal Acquisition Regulation (FAR) 27.401, “Definitions.” FAR clause 52.227-14, “Rights in Data-General, ” is hereby incorporated by reference and made a part of this contract/order.
