Additional Questions to NIHAO2016056

1) Under the labor section, in all of the Total Price calculations, it takes the number of hours multiplied by the unit price and then multiplies that by 1.1. Cell E9 for example shows

=SUM(C9*D9*1.1). Should we be removing the extra 10% that is being added in the Total

Price calculations so the total price calculation is correct? This is a sample template. The extra

10% should not be applied in this case.

2) On row 35, it shows this is for the Fee/Profit. What is this amount supposed to represent? Per the instructions, we are not allowed to add any fee/profit to the ODCs that are proposed and any fee/profit associated with direct labor is included in the fully loaded rates that we show in the

Unit Price column. This is a sample template. Since fee/profit are not necessary for this type of contract, the offeror would not fill in this field.

3) On row 5, it shows this is FFP LOE + ODC. In the Questions and Answers, it stated this had been corrected to show Labor Hour. May we change this to reflect Labor Hour + ODC?

Changed.

4) For the ODC’s Fellows, row 24, the calculation in the option years includes the escalation amount shown in cell B40 (2.25%), but the instructions on page 84 (A. Fellow Stipends, item 1) state that we should “factor in approximately 1% in stipend increase for the option years”. Should the calculations in the option year columns then be changed to reflect a 1% increase for this row rather than the 2.25% allowed for the other types of ODCs? The 2.25% was an estimated amount, the contractor should propose an amount that they find is fair and reasonable.
