SOLE SOURCE JUSTIFICATION
Maintenance Agreement and Service Contract with Pentair Aquatic Eco-Systems, Inc. (PAES)
NEI/ Building 49 Central Animal Facility currently owns three zebra fish aquatic holding systems customized and installed by Aquatic Habitats, Inc., (AHAB) located in building 49; Rm 3C23 & 3C23A and building 6; Rm 213E. At the time of installation AHAB set up an Aquatic Habitats Care Plan to be contracted through Pentair Aquatic Eco-Systems, Inc. (PAES) the parent company. This Agreement includes two (2) service visits: one annual service visit and one semi-annual service visit for a total of $7,599. Parts are included and will be billed at an estimated cost of $2,159.27. Built into this agreement is a Service Discount for all the parts, emergency repairs and services.
This aquatic holding system is necessary for maintaining, sustaining and supporting the aquatic research and animals. The PAES built a customized flow-through system and installed it based on CAF specific needs. PAES is the only company that is equipped to work on these systems because they are the sole manufacturer of the customized flow-through system. We are requesting that the maintenance agreement be awarded to PAES. Based on their expertise with the equipment in both aquatics facilities located in Bldg. 49 and Bldg. 6. PAES has detailed specs to calibrate their equipment giving them an advantage over the competitors. Other companies considered do not meet these same guidelines. PAES will also provide us with emergency service in the event of equipment failure at a reduced rate.
We are requesting the agreement begin on August 1, 2016 ending July 31, 2017. The company requests the attached agreement be signed and returned via fax. This will make the Discount Service agreement effective on 8/1/2016 for one year. See #3 of the agreement for information regarding scheduling of services and #12 for specific information regarding the effective dates of this Agreement.
