Quotations must include: total firm-fixed price; product manufacturer, model number, part number, and description; confirmation of brand-name or equal status; technical documentation for equal products; proof of authorization to sell the product; warranty information; country of origin; delivery timeframe; offeror point of contact; UEI and CAGE Code; confirmation of active SAM.gov registration; and confirmation that the quote remains valid for at least 30 calendar days from submission. Questions must be submitted by September 16, 2026 at 10:00 AM EDT, and quotations are due by September 18, 2026 at 10:00 AM EDT, both via email to IOSDSWT@ice.dhs.gov.

The Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Acquisition Management, Investigations and Operations Support Division, on behalf of Homeland Security Investigations San Francisco, is issuing this Request for Quote under RFQ No.

192126VSF00000001 for a brand-name-or-equal ground panoramic night vision goggle system.

This requirement is being solicited on an unrestricted, open-market basis. The Government anticipates issuance of a firm-fixed-price purchase order. All responsible sources may submit a quotation, which shall be considered by the Government.

Offerors may quote the identified brand-name item or an equal product. Equal products must meet or exceed all salient characteristics identified in Attachment 2, Salient Characteristics. Offerors proposing an equal product shall provide sufficient technical documentation for the Government to determine whether the quoted product meets or exceeds each salient characteristic.

All terms and conditions in Attachment 1, Clauses, apply to this requirement.

Delivery shall be within 60 days after receipt of order (ARO).

Delivery and/or shipping costs, if any, shall be included in the quoted price. All prices shall be FOB Destination. Delivery will be to San Francisco, CA 94111. A full delivery address will be provided to the awardee

Quote Submission Requirements Quotations shall include, at a minimum:

1. Total firm-fixed price, inclusive of delivery/shipping costs;

2. Product manufacturer, model number, part number, and description;

3. Confirmation that the quoted product is the identified brand-name item or an equal product;

4. For equal products, technical documentation demonstrating compliance with each salient characteristic in Attachment 2;

5. Documentation showing the offeror is the manufacturer, an authorized reseller, authorized distributor, or otherwise authorized to sell the quoted product;

6. Warranty information;

7. Country of origin;

8. Delivery timeframe;

9. Offeror point of contact information;

10. UEI and CAGE Code;

11. Confirmation of active SAM.gov registration; and

12. Confirmation that the quotation remains valid for at least 30 calendar days from the quotation submission deadline.

Basis of Award The Government intends to evaluate quotes in response to this RFQ using Lowest Price Technically Acceptable (LPTA) process. Quotes shall be evaluated in order of total price (lowest price first) until a technically acceptable quote is determined. Quotes shall be evaluated for acceptability only. A quote shall be determined to be technically acceptable or unacceptable based on the rating definitions as described below. The technically acceptable quote will then have its price evaluated for reasonableness.

Rating Definitions

Acceptable The quotation offers the identified brand-name item or an equal product that meets or exceeds all salient characteristics in Attachment 2, and the offeror provides documentation showing it is the manufacturer, an authorized reseller, authorized distributor, or otherwise authorized to sell the quoted product.

Unacceptable The quotation does not offer the identified brand-name item or an equal product that meets or exceeds all salient characteristics in Attachment 2, or the offeror does not provide documentation showing it is authorized to sell the quoted product.

Questions Questions are due through email: IOSDSWT@ice.dhs.gov, no later than Wednesday, September 16, 2026 at 10:00 AM EDT.

Quote Due Date The electronic submission of your quotation is due no later than Friday, September 18, 2026 at 10:00 AM EDT, through email: IOSDSWT@ice.dhs.gov.
