Attachment 2 – Salient Characteristics

Salient Characteristics

1. Device Type and Configuration The system shall be a helmet-mounted, image-intensified ground panoramic night vision goggle system designed for reduced-light and nighttime ground operations.

The system shall use a four-tube panoramic configuration to provide increased situational awareness compared to standard binocular night vision systems.

2. Field of View The system shall provide a wide panoramic field of view with the following minimum characteristics:

• Horizontal field of view: 97 degrees, ±2 degrees

• Vertical field of view: 40 degrees, ±2 degrees

The system shall provide a panoramic image suitable for operational use without material loss of visual acuity in the outer channels.

3. Image Intensifier Tubes The system shall use unfilmed white phosphor image intensifier tubes.

Each image intensifier tube shall have a minimum Figure of Merit of 2376 or greater.

The image intensifier tubes shall meet the following minimum requirements:

• Tube type: Unfilmed white phosphor

• Minimum FOM: 2376+

• Tube format: 18 mm MX-10160 style image intensifier tubes, or equal

• Suitable for use in a four-tube panoramic night vision goggle system

• Capable of supporting wide-field panoramic viewing without material loss of visual acuity in the outer channels The tubes shall provide high-performance low-light capability, enhanced contrast, improved depth perception, and target detection and recognition during reduced-light and nighttime operations.

4. Size and Weight The system shall be comparable in size and weight to the referenced system and suitable for helmet-mounted ground use.

Minimum requirements:

• Dimensions: approximately 9.1 inches L x 4.6 inches W x 4.1 inches H, or comparable

• Weight: less than 800 grams / 28.2 ounces, without accessories

5. Diopter Correction

The system shall provide diopter correction through snap-on diopter windows or an equivalent capability.

The diopter range shall be approximately +0.5 to -2.5, or an equivalent operational range.

6. Objective Focus Each objective lens shall provide independent focus.

The focus range shall be approximately:

• 18 inches / 45 cm ±3 cm to infinity

7. Battery Life and Power The system shall provide a minimum operating time of 14 hours at 25 degrees Celsius / 77 degrees Fahrenheit.

The system shall operate using commercially available batteries or a Government-acceptable equivalent battery configuration. Acceptable configurations may include:

• Four DL123 batteries with a low-profile battery pack;

• Four AA batteries with a cold-weather battery pack; or

• An equivalent power configuration that meets or exceeds the required operating time.

8. Environmental Ruggedization The system shall be ruggedized for ground operational use and shall meet military environmental specifications or equivalent commercial/military ruggedization standards.

The system shall meet or exceed the following immersion requirement:

• 1 meter immersion for 120 minutes minimum

9. Helmet Mount Compatibility The system shall be helmet-mountable and compatible with operational helmet mounting configurations.

The system shall be available with or compatible with:

• ANVIS mount configuration;

• BNVIS mount configuration; or

• Equivalent helmet mounting interfaces suitable for multiple helmet and mount configurations.

10. User Adjustability The system shall provide user adjustment capability for proper fit, alignment, and operational use.

At a minimum, the system shall support the following adjustments, either through the device or the mounting/bridge assembly:

• Interpupillary adjustment;

• Tilt adjustment; and

• Fore/aft adjustment.

11. Modularity and Maintainability The system shall be modular and maintainable.

At a minimum, the system shall include:

• Replaceable image intensifier tube design or equivalent maintainability feature;

• Maintainable bridge design or equivalent supportability feature; and

• Design suitable for manufacturer or authorized service maintenance and support.

Solder-free replaceable tube design is acceptable and preferred where available.

12. Detachable Monocular / Handheld Capability The system shall allow individual monocular assemblies to be detached from the system and powered using an included power adapter, or equivalent capability, to provide handheld night vision functionality.

13. Color and Finish The system shall have a tan, coyote, or comparable low-reflective earth-tone finish suitable for operational use.

14. Kit Contents The system kit shall include all components necessary for full operational use.

At a minimum, the kit shall include:

• Ground panoramic night vision goggle;

• Compatible helmet mount or mounting interface;

• Battery pack or power supply components;

• Power adapter or adapters required for handheld or detachable monocular use, if applicable;

• Required cables;

• Protective lens caps or covers;

• Carrying case or storage case;

• Operator manual or user documentation;

• Manufacturer-provided spares and ancillary items required for normal operation.

15. Documentation Offerors proposing an equal item shall provide product literature, manufacturer specifications, tube data sheets, or other technical documentation demonstrating compliance with each salient characteristic.

Documentation shall include, at a minimum:

• Manufacturer name;

• Model number;

• Product specifications;

• Mounting configuration;

• Battery configuration and expected operating time;

• Image intensifier tube type;

• Figure of Merit or tube performance data;

• Warranty information;

• Country of origin;

• Authorized reseller or distributor confirmation, if applicable.
