About this file

This document is a justification for other than full and open competition submitted by the Bureau of Land Management. The agency requires installation of AMAG Technology door hardware components to expand an existing campus-wide access system serving multiple buildings. The project involves programming and installing AMAG readers, controllers, and software valued at $15,000. A sole source award is justified as the new components must be compatible with the proprietary AMAG system software and maintained by an AMAG-certified installer to ensure database integrity. While alternative equipment may interface, the service contract only covers AMAG brands. The agency will post the justification and solicit offers through the competitive solicitation to ensure fair pricing. Continuous market monitoring will seek compatible alternatives to future requirements.

JUSTIFICATION FOR OTHER THAN

FULL AND OPEN COMPETITION

In accordance with FAR 13.501(a)(1)(ii), this request for award under other than full and open competition is hereby submitted.

1. Identification of the agency and the contracting activity.

Requiring Activity: Contracting Activity:

Bureau of Land Management Bureau of Land Management National Interagency Fire Center (NIFC) National Operations Center 3833 S. Development Ave P.O. Box 25047 Boise, ID 83705-5354 Denver, Colorado 80225-0047

2. Nature and/or description of the action being approved.

This document serves as a brand-name justification in accordance with the requirements as outlined in FAR 13.501(a)(1)(ii).

3. Description of the supplies or services required to meet the agency’s needs (including the estimated value).

The agency is contracting for door hardware installation in numerous locations. In that general project, the agency requires installation of AMAG Technology specific components necessary to expand an existing campus-wide door access system that serves all significant buildings on the campus. The campus-wide AMAG system is managed and controlled through the AMAG Symmetry system that is located on the NIFC campus and allows the security manager to manage the access of campus clients to the multiple NIFC buildings and provides the ability to not only manage access, but also to monitor for intrusion, and implement security protocols.

The product hardware, software, installation, and programming necessary to accomplish the installation of FICAM compliant readers into building 300 for this project includes:

a) AMAG certified staff for software programming of the NIFC door access system.

b) 6-each AMAG card reader model IC-RPKCL40-PT

c) AMAG Database model EN-DBU-20K-MK2-HSE

d) 2 each AMAG Technology Model M2150-4DC-F-HSE

e) 3 each AMAG Physical Access Module PAM

The JFOC estimated value is $15,000 for door access out of the $890,000 total project

4. Identification of the statutory authority permitting other than full and open competition.

FAR 6.302-1 (41 U.S.C. 253(c)(1)) – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (Brand Name FAR 6.302-1(c))

5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

An AMAG access control system is currently installed and operational throughout the NIFC campus, including perimeter entry points, building exterior and building interior points. The existing AMAG access system is controlled by a central campus server in which numerous door controller boards are connected via IP addressing. To maintain seamless compatibility with this existing security system, new door controllers and readers are required to be provided by AMAG Technology. The contractor installing the new components shall be an AMAG certified installer to insure they are properly trained in AMAG technology and maintain the NIFC database integrity in accordance with AMAG technologies factory requirements.

In addition, the hardware specified is required to be seamlessly compatibility with the existing AMAG Symmetry system. While it may be possible for alternative equipment to work with the existing system, the current service contract for maintaining the system is only responsible for service to AMAG brand equipment. Having non AMAG components in a proprietary system may require the use of a second service contract to facilitate a possible de minimis first cost savings for equipment, which would not be in the best interest of the government. The system is being specified with FICAM foundational components that require AMAG components to fully comply and function.

6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Federal Acquisition Regulation (FAR) subpart 5.2, and, if not, which exception under

5.202 applies.

In accordance with FAR 5.102(a)(6), the Government will post this justification in conjunction with the solicitation via FedBizOpps (FBO) and FedConnect. This will provide potential Offerors with an opportunity to specify an alternative solution if they believe this justification is improper.

7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable and the basis for that determination.

The Government intends to include the subject brand name requirement within a competitive construction solicitation. It is anticipated that numerous small businesses will provide offers in response to the solicitation. As a result, the Government believes competitive market forces will assist in receipt of the most advantageous price for items encompassed within the brand name requirement. Additionally, the Government will perform a price analysis as needed in accordance with FAR 13.106-3(a).

8. Description of the market research conducted (FAR part 10) and the results or a statement of the reason market research was not conducted.

Market research was conducted in accordance with FAR 10.002(b)(2) to determine if any other product could satisfy agency requirements under the specific circumstances. Through research, it was discovered that security software is proprietary and must be paired with appropriate door controllers to ensure functionality. While research has also revealed that it may be theoretically possible for alternative brands of card readers to be paired to the AMAG technology door controller, there is no industry standard for this type of experimental approach to compatibility of proprietary equipment. In addition, research on costs for non-proprietary equipment reveal that there may possibly only be an inconsequential savings for alternative brands of uncertain capability.

9. Other facts supporting the use of other than full and open competition (FAR 6.302(a) (9)).

Not applicable

10. Listing of sources, if any, that expressed, in writing, an interest in the acquisition.

Not applicable

11. Statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the same supplies or services.

Continuous market research will be performed to ensure that the Government is aware of compatible products/systems if and when they become available. Additionally, any acquisitions that allow integration of a new system will be made available to all Offerors with similar capabilities and products.
