About this file

This document contains questions and answers from a post-site visit for a federal solicitation to perform repairs to the lobby and suite 104 at the National Interagency Fire Center in Boise, Idaho. The solicitation was issued by the Bureau of Land Management seeking a contractor to complete renovations including repairs to the lobby, replacing finishes, and installing an access control system. The questions and answers provide clarification on evaluation criteria, confirmation that past performance questionnaires and certifications are not required for submission, information on swing space and temporary exiting plans to be provided, approval processes for finishes and fire penetration sealing, the status of other concurrent construction projects, and confirmation that pricing should only be submitted in the SF1442 and separate bid schedule as instructed.

POST SITE VISIT Q&A 15 JULY 2021

NIFC 300-JWH Repairs Lobby & Suite 104

Solicitation Number 140L3721R0009

See text in red for answers to questions:

1. Question: Can you please clarify the discrepancy between the instructions and evaluation criteria in Factor 1? In section L-8 under VOLUME 2: FACTOR 1, TECHNICAL

APPROACH/CAPABILITIES, there are no Subfactors, only three paragraphs labeled a), b), and c). The matching evaluation factor (M-4 VOLUME 2: FACTOR 1, TECHNICAL

APPROACH/CAPABILITIES) lists two Subfactors labeled a) and b).

See updated instructions for Sections L and M

2. Question: The solicitation includes a PPQ form but does not provide any related instructions. We assume that the PPQ form is included to provide evidence to assist in the evaluation for Factor 1 Subfactor 1: “Proposed key personnel and subcontractors must possess relevant skills, credentials and certifications to perform the work required.”

Can you confirm that this PPQ is intended for subcontractor projects?

Can previously completed PPQs or CPARS be included if available?

Is the prime contractor expected to submit project experience or past performance?

PPQ are not a requirement for this solicitation, although optional and not an evaluation factor. See updated instructions for Sections L and M.

3. Question: The RFP states: “(c) The narrative shall include information on major subcontractors demonstrating experience with requirements on projects of similar scope and complexity, as a minimum mechanical, electrical, controls sub-contractors.”

a. To provide the best price value and price to the government, we are soliciting competitive bids from prequalified subcontractors, and thus cannot identify exactly which subs will be used until the bid date. This requirement is not typical for an LPTA solicitation of this size. If we must name subcontractors, does the government understand that they may not end up on the final contract?

Answer: See updated instructions for Sections L and M

4. Question: Sheet E501, Access Control Sheet Note 3 states the following, “System shall be installed by AMAG factory trained/certified technician and be a factory authorized integrator. On site staff shall have a certified system engineer ICAM PACS (CSEIP).”

What is the required process in place for bidders to submit the requisite documentation and certifications demonstrating eligibility to bid and complete this normative portion of the project scope?

Answer: Bids to be evaluated per Solicitation M-4 Volume 2. CSEIP certificate not explicitly required by solicitation.

5. Question: Will the Government be providing swing space planning for the occupied areas of the building noted in the SOW or is this the responsibility of the Contractor?

Answer: Government will provide swing space for government employees during times when active construction work is scheduled in the regular work area.

6. Question: If swing space planning is to be included in the contractor’s price, what Bid

Schedule item Number is to include this cost?

Answer: See answer above.

7. Question: As noted on the plans the contractor is to provide continuous access to entries and life-safety exiting for the occupants at all times. This emergency life-safety exiting cannot be safely maintained at several stages of the Lobby repair and remodel. Will the

Government be proving a temporary emergency exiting plan approved by the Jurisdiction

Having Authority (JHA)?

Answer: See Specification 01500.1.4 and 024100.2.1 and Solicitation H-5. Temporary short-term Multipurpose Assembly Room 156 closures may be part of exiting plan.

8. Question: Will it be the responsibility of the contractor to develop temporary emergency exiting plans and obtain approval from the JHA as well as the education of building occupants?

Answer: See Specification 01500.1.4. Submittal to go through same process as other submittals and will include government safety and facility specialist review. Education of occupants not required beyond safety barriers and signage.

9. Question: If temporary emergence exiting plans are to be included in the contractor’s price, what Bid Schedule item Number is to include this cost?

Answer: The government does not intend to indicate the specific Bid Schedule item number for each aspect of the project.

10. Question: Will any additional concrete quality and detail, formwork, detail reinforcement, and concrete floors and slabs specifications other than the specifications notes in the General Structural Notes & Specification on sheets S001 and S002 apply to this contract?

Answer: The concrete shall comply with all the contract documents provided in the solicitation. The concrete specifications were provided on sheets S001 and S002.

11. Question: Will the Contracting Office have final approval for the owner and building occupants regarding all paint colors, material colors, and finishes noted in the plans and specification?

Answer: Yes.

12. Question: Please confirm that no bid bond will be required with the submission of a proposal as noted in the site visit?

No Bid Bond Required, Only Payment and Performance Bonds

13. Question: Will a separate inspection and approval be required from the JHA for the UL listed treatment of fire rated wall penetrations?

Answer: See Specification 078400.2.3 and 078400.2.4

14. Question: If there are any existing incorrect fire rated wall penetrations, will it be the responsibility of the contractor to correct the penetration with a UL listed system and have them approved by the JHA?

Answer: Yes where the drawing notes and specifications apply. See Drawing A902 general note G and sheet note 6, Specification 078400.2.3 and Specification 078400.2.4

15. Question: Will the other construction projects currently under way at the NIFC Jack

Wilson Bldg. HQ be complete before the October 1, 2021 anticipated state of construction for this project?

Answer: Two construction projects ongoing after October 1, 2021 will include a remodel on the Northwest side of the building on the first floor and a system replacement in a separate room in the basement. Both projects are not indicated on the “Area of Work” on drawing G101.

16. Question: Will a separate Project Manager, Site Superintendent, Quality Control

Manager, and SSHO be required for the duration of this project?

Answer: See Solicitation L-8.

17. Section L-6(f) – Would you consider increasing the 10-page limit for Volume 2?

The requirement is wanting a 1) Construction Plan, 2) Proposed schedule, 3) Resumes and 4) Past performance. Additional pages would allow us to properly supply information to evaluate.

Answer: See updated instructions for Sections L and M. Please follow 10 page limit for

Volume 2.

18. Section L-7(a) – Please confirm that you want the offeror to sign in the Award Section of the SF 1442 30a, 30b, and 30c.

Answer: Follow Instructions in L-7 Volume 1

19. Section L-8(c ) – It reads: The narrative shall include information on major subcontractors demonstrating experience with requirements on projects of similar scope and complexity, as a minimum mechanical, electrical, controls subcontractors.

Evidence shall also be provided demonstrating their experience in managing projects/contracts of the same/similar dollar magnitude, size, complexity, including renovation, in the capacity for which they are proposed for this project.

Question: Since we will not know who the subs will be until right before the bid is due, shouldn’t this be asking for our past performance as GC’s on projects that have these trades being performed?

20. In SAM.GOV you have an attachment of a PPQ.

Questions:

(a) After clarification of who’s past performance you are wanting – there is no instructions of where these PPQ’s are to be placed. Please clarify.

(b) And will they be part of any page limit?

(c) How many project PPQ’s are allowed to be submitted?

(d) And if we have completed CPARS, can they be submitted in lieu of the PPQ?

Answer: PPQs are not a requirement, past performance used as a responsibility determination and not as an evaluation factor. CPARS/PPIRS will be referenced as well.

21. Please confirm that the pricing is to be submitted in the following 3 areas only:

• Total Lump Sum on SF 1442 (page 2) box 17

• Total Lump Sum on SF 1442 (page 3) Line Item No. 00010

• Items 1, 2, and 3 and Total Lump Sum on separate Bid Schedule
