About this file
This is a Notice of Intent (Pre-Solicitation) for a sole-source maintenance and service contract for NIAID Rocky Mountain Labs (RML) conference room equipment in Hamilton, Montana. The National Institute of Allergy and Infectious Diseases seeks annual maintenance, support, and upgrades for enterprise conference rooms and related equipment used extensively for internal meetings, videoconferencing, web meetings, and audio conferences. The Government intends to award a firm-fixed-price purchase order to Systems Northwest LLC, identified as the only local vendor with the requisite knowledge, expertise, physical access security clearances, and expedited response capabilities to service the equipment at the remote Montana facility. The contract period runs from March 9, 2026, through March 8, 2027, with anticipated award within 30 days of the notice publication date of February 20, 2026.
The response deadline for interested vendors to submit capability statements and demonstrate their qualifications is March 6, 2026, at 2:00 PM EST—ten days after publication. The solicitation number is NOI-NIAID-26-2278277, classified under NAICS Code 561210 (Facilities Support Services) and PSC Code J074 (Maintenance/Repair/Rebuild of Equipment). The contracting office is located at the National Institutes of Health in Rockville, Maryland. While Systems Northwest LLC is the presumed awardee based on market research and historical performance, the Government invites competing firms believing they can meet the requirement to submit written capabilities statements, including past performance documentation, which will be evaluated solely to determine whether competitive procurement is warranted. Interested parties should contact Contracting Officer Linda Smith at linda.smith2@nih.gov for additional information.

This is a Notice of Intent (NOI). This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.102(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.101-b – Competition.
Contracting officers may solicit from a single source based on a determination and findings (that only one source is reasonably available.
The National Institute of Allergy and Infectious Diseases (NIAID)’s Office of Cyber Infrastructure and Computational Biology (OCICB) at Rocky Mountain Labs (RML) in Hamilton, Montana (collectively “Program”) requires another year of annual maintenance, support, and upgrades for RML enterprise conference rooms and equipment. Due to the remote geographic location, the RML conference rooms are used very extensively for internal meetings, presentations, videoconferencing, web meetings and audio conferences with other locations.
Therefore, it is imperative that the equipment be functional and available for staff.
The vendor Systems Northwest LLC is the only known company in the local area with the knowledge, expertise and physical access security clearances to perform this work.
Market research indicates that Systems Northwest is the historical vendor that has provided this maintenance service for Program at RML in the past. Program requires a local company based in Montana near the RML offices to provide expedited response times in case any equipment fails and needs immediate repairs or replacement. Systems Northwest is the only known company in this local area with knowledge, expertise and physical access security clearances to perform this work. Based on market research, previous awards for the same/similar services have been given to the same company, Systems Northwest. Thus, it is unlikely that there will be other companies that can meet the requirements in providing this service to Program at RML.
Period of Performance: 3/9/2026 to 3/8/2027.
Place of Performance: Hamilton, Montana 59840
This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement within 30 days of this notice.
While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy this requirement. The Government understands that Systems Northwest LLC is the only vendor who can provide required maintenance services for the equipment located at RML. However, firms that believe they can provide the capability required to fully meet the Government's requirement may submit a capabilities statement, including past performance, in writing to the identified point of contact within ten (10) days after publication of this notice. Such documentation shall be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested parties may identify their interest and capability to respond to the requirement or submit offers on NIAID-NOI-26-2278277.
This notice does not oblige the Government to award a contract or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
