About this file
This document is an Award Recommendation and Evaluation Synopsis from the Michigan Department of Treasury for Request for Proposal (RFP) 250000001096, soliciting responses for Address Updating, Direct Mail, and Bulk Distribution Services. The RFP was posted on SIGMA VSS on 2/07/2025 for four weeks, with proposals due by 2/28/2025. The contract term is three years, with up to three additional one-year renewal options. Only one bidder, Wolverine Mailing, Packaging, Warehouse, Inc., submitted a proposal, which was evaluated across three service sections: Address Updating, Direct Mailing of Forms, and Bulk Distribution of Forms. The bidder achieved technical scores of 93.25, 90.25, and 86.25 respectively, meeting the minimum 80-point threshold for consideration.
The total recommended award amount is $153,735, covering three years of services. Pricing varies by service section, with Address Updating priced at $1.35 per thousand addresses, Direct Mailing ranging from $38-$68 per thousand depending on document type, and Bulk Distribution including various charges such as order fulfillment, database programming, storage, and shipping. Wolverine Mailing is a Geographically Disadvantaged Business Enterprise (GDBE) but not a Service-Disabled Veteran Owned Business (SDVOB). The evaluation team noted some minor deficiencies in the bidder's responses across various sections, but ultimately determined that Wolverine Mailing provided the best value to the State of Michigan based on prior experience, ability to meet requirements, and competitive pricing.
