About this file

This is a draft performance requirements document for the Next Generation Tactical Radio (NGTR), a Software Defined Radio (SDR) system intended to replace the AN/ARC-210 family of radios across U.S. Navy and Marine Corps aircraft platforms.

The NGTR must operate across frequency ranges from 30 MHz to 6 GHz with instantaneous bandwidth up to 60 MHz, supporting multiple communication waveforms including VULOS, VHF AM ATC, SINCGARS, Tactical Secure Voice, CNR, MUOS, SATURN, JPALS, SINS/ACLS, ADF, Sonobuoy Command, Guard channels, and Integrated Waveform SATCOM. The system shall provide conduction cooling, weigh less than 12.2 pounds, and feature modular RF front-end plug-in cards with future growth capability to 40 GHz. Physical interfaces include MIL-DTL-38999 and MIL-PRF-39012F connectors (J1-J8 for RF, power, and control) plus a new 10GB Ethernet interface (J9) supporting VITA Radio Transport/VITA 49.2 for digital RF interoperability. Environmental specifications require full performance operation from -40°C to +55°C at specified altitudes, reduced performance to +71°C, and intermittent operation to +86°C, with storage capability from -54°C to +95°C. The radio must withstand rapid decompression from 10,300 to 50,000 feet in 15 seconds and overpressure exposure of 12.10 psi differential for 3 minutes. Additional requirements include 20G operating shock, 40G break-free shock, maximum acoustic noise of 65 dB(A), compliance with MIL-STD-461G EMI standards, TEMPEST Level II ER/Level I BLC certification, and backwards compatibility with ARC-210 Generation 5 and 6 interfaces. RF output power specifications include 23 Watts on RF Channel 1 for FM/constant envelope waveforms (15 Watts for AM), and 1 Watt on Channels 2 and 3 (0.65 Watts for AM). The system must meet MIL-STD-704D/704E power requirements at less than 200 Watts transmitting/receiving and 50 Watts receive-only, incorporate NSA High Assurance Device (HAD) cryptographic modules meeting RMF controls and Zero Trust architecture, achieve minimum MTBF of 7,500 hours, support predictable maintenance capabilities, utilize standards-based modularity (OpenVPX and VNX+ plug-in cards), and enable software updates at organizational level with battery backup compatible with existing DoD communication systems.
