About this file

This is a Performance Work Statement (PWS) for catered meal services supporting the Maryland Army National Guard (MDARNG) 29th Military Police Company's Inactive Duty Training (IDT) and Annual Training (AT) events. The contractor must provide timely, high-quality meals prepared under commercial standards for two distinct periods: IDT from May 2-6, 2026, and AT from May 7-21, 2026. Meals will be delivered to three locations—Westminster Readiness Center, APG-EA 70th Regiment, and Steven Blum Military Reservation—with varying headcounts ranging from 113 to 130 personnel. Service requirements include breakfast at 7:30 AM, lunch at 12:00 PM, and dinner at 6:00 PM EST, with meals delivered approximately 30 minutes prior to service time. The contractor must follow specified menus with limited deviation allowances (restricted to starch, vegetable, bread, and dessert items only) and provide all complementary condiments.

Food safety and compliance are critical requirements. The contractor must maintain hot items at 135°F or above and cold items at 41°F or below, utilize insulated containers, transport food in clean covered vehicles, and comply with Army Technical Bulletin Medical (TB Med) 530, the National Food Code, and ServSafe standards. All contractor personnel require ServSafe training and military installation access approval. The contractor is responsible for food preparation within a 60-mile radius of delivery addresses, with prepared meals marked with a four-hour time limit from temperature control removal. The Government provides the dining facility, maintains the serving line, and performs setup and teardown. The State Food Program Manager (MSG Zachary T. Mitchell) and Unit POC (SSG Christopher Lerner) serve as primary contacts, though only the Contracting Officer can authorize contract modifications. Any contract changes or training date modifications must be coordinated through the Contracting Officer with at least seven days' advance notice for cancellations.
