SECTION C - STATEMENT OF WORK

C.1. SUMMARY

The Contractor shall provide all materials, labor, equipment and testing devices necessary to upgrade the HVAC controls for air handling units EAC-3, EAC-10, EAC-13 and EAC-14 at the National Gallery of Art (NGA). Specific work requirements include the demolition of existing HVAC controls and the installation of new Tridium based equipment controllers and new sensing, control and actuating devices. In addition, all new controls shall be integrated into the NGA’s Building Automation System (BAS) centralized computer system.

C.2. SCOPE OF WORK

The Contractor shall perform the following work:

C.2.1 General

The Contractor shall design and install a complete system of HVAC equipment controllers consisting of microprocessor based plant control processors interfacing directly with sensors, actuators, and HVAC system components as indicated in the documents and drawings described herein. Programmable plant controllers shall be Java Application Control Engine (JACE) devices manufactured by Tridium, Inc. The JACE controllers may bear the Tridium name or that of a BAS manufacturer that sells Tridium OEM name-plated JACE’s. The system software used to program the controllers shall be the Tridium AX engineering tool without exception.

JACE controllers shall be provided with version 3.4 operating system.

LonMark certified field devices shall be used where specifically indicated on the drawings. The Contractor may provide LonMark certified field devices and equipment where not specifically indicated at their discretion, subject to compliance with the specifications and approval by the NGA. The intent of the NGA is to procure a system of controls that uses JACE programmable controllers to bring field sensors into the BAS where LonMark certified sensors or devices are not available that meet the project requirements. LonMark certified devices associated with the control of a particular piece of equipment shall be connected directly to the JACE sub-network LonTalk port. Use of the NGA Ethernet network to provide local controller data required for operation of the equipment will not be permitted. The intent is to provide standalone control of equipment in the event of a loss of network communication.

The contractor shall provide and install new sensors and field devices, no existing control devices are to be re-used.

C.2.2. Demolition of Obsolete Controls

Remove in their entirely all of the sensing, actuating and controlling devices, including all cabinets, stanchions and miscellaneous attachments for EAC-3, 10, 13 and 14. Remove all sensor wiring associated with the gallery temperature and humidity sensors.

Specific demolition work shall include:

•All electrical conduits and wiring associated with the obsolete control components including stanchions and miscellaneous attachments.

C-6

•All pneumatic tubing associated with the obsolete control components stanchions and miscellaneous attachments.

•All sensing and actuating device whether electric or pneumatic.

•All electronic sensors located within the spaces served by the specific air handing unit.

•Existing DDC controllers, panels and associated attachments.

•All pneumatic thermostats, pneumatic actuators and associated pneumatic tubing related to individual room zone controls.

•Supply and return fan variable speed drives and cabinets including stanchions and miscellaneous attachments.

•Electrical conduits connected to the demoed VFD enclosures that contain wiring and/or pneumatic tubing that is no longer needed shall be demolished back to their source. Any wiring located within the conduits that “race” through the VFD enclosure and must be retained shall be removed and spliced in an appropriately sized pull box. The Contractor shall be responsible for identifying the wiring that may be removed and that which shall remain. The NGA will provide guidance in this effort as appropriate.

•Conduits and wiring associated with obsolete controls that can be reused for the new work, when appropriate, shall remain in place.

•Pneumatic air lines that can not be removed, such as main air lines, shall be permanently secured, at their closest point of disconnection, by capping the air line. Pneumatic main air copper tubing shall be secured with soldered copper cap fitting. Polypropylene pneumatic tubing shall be secured with brass barbed fitting. Pneumatic air lines associated with obsolete controls that can be reused for the new work, when appropriate, shall remain in place.

•EAC-14 supply air volume damper shall be mechanically locked in the open position and the existing actuator removed.

C.2.3. New Work

All new work shall be provided in compliance with the attached specifications, the project drawings and the sequences of operations.

New controllers shall be installed adjacent to the existing controllers that are to be replaced in accordance with the manufactures recommendations.

All electrical wiring shall be installed in electrical metallic tubing and shall adhere to the guidelines defined in the attached BAS specification. Existing conduits may be reused in conjunction with the new work, when appropriate, at the contractor’s discretion.

All equipment shall be installed to eliminate possible damage due to condensate dripping. Install with materials that will eliminate damage due to cathotic action.

C-7

Variable Frequency Motor Drives (VFD)

Provide and install new VFD’s for EAC-3, 10, 13 and 14 supply and return fan motors. Variable speed drives shall be Yaskawa E-7 Series, no exceptions.
