1) Please confirm that the firm fixed price for Item No. 0001 in paragraph B.1 Pricing includes hauling, disposal, cleaning, maintenance and rental of the compactor container, in accordance with the schedule provided within the solicitation.
Yes, the total for the firm fixed price for Item No. 0001 in paragraph B.1 Pricing must include everything associated to complete this task.
2) Please provide one-year historical tonnage for both the roll off container and compactor respectively. In addition, please provide the number of roll off hauls that have occurred in the most recent year.
Tonnage reports were not required with the last trash contract. No tonnages available. There were 69 roll off hauls in FY07
3) If the documented waste disposal price at a government owned disposal facility increases over the term of the contract, will the contractor be eligible to receive an equitable adjustment to compensate for the increased disposal cost. If so, how would such an increase be calculated.
Yes, the contractor will be eligible to receive an equitable price adjustment if there is an increase over the term of the contract. The increase will be calculated at the time of the price increase
4) The solicitation includes a mandatory option to provide a compactor power pack. How should this option be submitted within the pricing documentation provided.
Please follow the instructions in Section L.4 ALTERNATIVE BID OPTION.
5) Is there any preferential consideration, financially or technically, for a small business or other type of disadvantaged firm submitting a proposal.
There is no preferential consideration, financially or technically for a small business or other type of disadvantaged firm submitting a proposal.
6) Is service provided the day after a holiday or is service resumed on the next regularly scheduled service day.
Service associated with the sealed dumpster shall be performed on the date of the holiday (if the holiday falls on scheduled service date) with the following exception, If Christmas and/or New Year’s Day occur on a regularly scheduled service date, the service shall be performed on the proceeding day. Refer to paragraph C.6.1.2.1.1.
7) In regards to page C-9 paragraph C.6.1.2 and you’re requested to place residual food products and containers with office waste and cardboard this would be in violation with the DC Government rules and regulations.
Trash intended for the self-contained dumpster will include (but not limited to), residual food products, non-recyclable office waste, and cardboard typically associated with food deliveries. The Gallery has an extremely aggressive recycling program; products recycled therein include plastic and glass bottles, aluminum cans, white paper, and newspapers. Products intended for the noted dumpster are considered non-recyclable.
8) In regards to my question during the site survey today related to pricing for the compactor and the open top containers. Urban Services feels that it is unfair to request total monthly costs for either container when the only participant that has accurate information in regards to weights is the incumbent waste hauler LSI, thus giving them a competitive advantage. Urban Service Systems Corporations cordially requests a change in the format to match a previous bid that we participated in for the Smithsonian Institute. The format was as follows:
Type of Equipment
Hauling Fee
Disposal Fee Per (1) Ton
Total Fee Per Pick Up
34 yd
Roll Off Compactor
$ 140.00
$ 58.00
$ 198.00
The one ton average in addition to the haul rate shows the actual cost per lift and is an easier way to compare prices.
As part of our previous contract, the Gallery did not receive tonnage reports and therefore do not have this information at our disposal. We, however, have provided the size of the compactor and the number of weekly pulls as well as the size of the roll-off dumpster and the number of pulls performed in FY-07. It is our position that this is enough information for a business engaged in trash removal to provide a competitive bid for their services.
