About this file

This document is a Sources Sought Notice for a temporary construction enclosure, referred to as the Waste Retrieval Facility, to be used in the remediation of the Niagara Falls Storage Site (NFSS) in New York.

The notice outlines the government's requirements for the temporary enclosure, including dimensions of 350-foot by 480-foot with a minimum eave height of 45 feet, the ability to maintain negative pressure, and compliance with applicable codes and regulations. The enclosure is envisioned as a tensioned PVC fabric structure over pre-engineered metal members. The government is seeking information from interested companies regarding their ability to design, fabricate, deliver, and erect this type of long-span temporary structure, including details on structure type, foundation, lifecycle costs, timeline, risks, and previous relevant experience. Responses are due by December 9, 2024 and should be submitted via email. This notice is not a solicitation for proposals, and no contract will be awarded as a result.

SOURCES SOUGHT NOTICE

W912P425X11W2

Sources Sought Notice:

Niagara Falls Storage Site Waste Retrieval Facility

1. PURPOSE

The purpose of this Sources Sought Notice (Notice) is for the Government to gain knowledge regarding the types, performance attributes, and availability of large, temporary construction enclosures.

The U.S. Army Corps of Engineers (USACE) Buffalo District may use information obtained through this Notice to develop an acquisition strategy. Proposals are not requested and will not be accepted from this Notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND A

CONTRACT WILL NOT BE AWARDED AS A RESULT OF THIS NOTICE.

2. BACKGROUND

The Niagara Falls Storage Site (NFSS) is a 191-acre property that occupies a portion of the former Lake Ontario Ordnance Works located in the Town of Lewiston, Niagara County, New York. Radioactive residues, wastes, and debris resulting from activities of the Manhattan Engineer District and its successor, the Atomic Energy Commission, were placed into the Interim Waste Containment Structure (IWCS), a 10-acre engineered structure on the west side of the NFSS property. The USACE has a requirement under the Formerly Utilized Sites Remedial Action Program, to remediate the IWCS at the NFSS.

The remedy selected in the Record of Decision for the Interim Waste Containment Structure Operable Unit, Niagara Falls Storage Site (USACE 2018) is excavation, treatment, and off-site disposal of Subunit A materials and excavation and off-site disposal of Subunits B and C materials. A temporary construction enclosure (i.e., Waste Retrieval Facility) is proposed over the southern portion of the IWCS to prevent uncontrolled releases of radon to the atmosphere during excavation of Subunit A materials.

3. GOVERNMENT REQUIREMENTS

Per the Intermediate – 60% Remedial Design for the IWCS at NFSS, the performance requirements for a temporary construction enclosure (i.e., Waste Retrieval Facility) are:

1. Dimensions of the enclosure are: 350-foot x 480-foot long. Structure must be capable of clear span of 350’-0”, minimum. Bay spacing: 20”-0” on center. Eave height must be 45-foot, minimum.

2. Enclosure must be able to accommodate (16) 7’x7’ approximate sized damper/louvers for HVAC equipment/ductwork along each side wall of the 480’ length of structure. HVAC equipment will be housed in a separate structure.

3. Design Loads include:

Dead: Self-weight Ground snow load, pg: 50 psf Risk Category: IV

Basic Wind Speed, Vw: 120 mph o Wind Exposure Category: C

Seismic Importance Factor: 1.5 o Ss: 0.160 o S1: 0.044 o SDS: 0.170 o SD1: 0.071

Soil site class: D

4. Enclosure must be capable of maintaining an internal negative pressure (vacuum) of

0.1” to 0.3” of water column pressure (0.5 psf to 1.5 psf) so as to prevent uncontrolled releases of radon to the atmosphere during excavation of Subunit A materials.

5. Enclosure will not be heated or cooled but will be ventilated in order to exhaust diesel fumes generated by large earth moving equipment, and for removing low concentration radon.

6. Enclosure will have large motor operated intake louvers on the west side, and large motor operated exhaust louvers on the east side that are connected to a 300,000-cfm exhaust system located in an adjacent building.

7. Motor operated louvers will modulate a slight negative pressure in the enclosure.

8. Enclosure must be designed in compliance with all applicable codes and regulations.

9. Enclosure must have a design life of at least 10-years in constant service.

10. Enclosure is currently envisioned as tensioned PVC fabric over pre-engineered metal members.

11. Enclosure is currently planned to have lighting and low voltage equipment (i.e., fire alarm devices, security devices/etc.) mounted to the roof structure.

12. Enclosure must have vehicular and pedestrian air locks to allow for periodic inspections/vehicle maintenance/heavy equipment maintenance.

Please see Attachment 1 Architectural Drawings for information and site context only. Structures other than tensioned PVC fabric over pre-engineered metal members that satisfy the performance requirements for the temporary construction enclosure may be considered.
