Statement of Work
NFFP7210-15-03432
Project title: Chemical Analyses of Stormwater Runoff - Measuring Concentrations of Metals and Conventionals in Water Samples
STATEMENT OF WORK/SPECIFICATIONS
This statement of work describes the need to analyze samples of stormwater runoff for a variety of water chemistry constituents as described below. Stormwater runoff samples will be used in acute toxicity tests with fish and invertebrates and the concentrations of the various water chemistry parameters will be important in explaining observed toxic effects.
Objective:
Complete analysis of concentration of metals and conventionals in 97 runoff samples. Metal analysis to include dissolved analysis of As, Cr, Ag, Zn, Cu, Ni, Pb, and Cd. Conventional water chemistry to include:
1) Fecal coliform
2) E. coli
3) Dissolved organic carbon (DOC)
4) Total suspended solids (TSS)
5) Suspended sediment concentration (SSC)
6) Alkalinity (including carbonate/bicarbonate speciation)
7) Concentration of the metals Ca, Mg
8) Total hardness
9) pH
10) Nitrate/nitrite
11) Ammonia
12) Ortho-phosphate
Period of performance:
July 29, 2015 – September 30, 2015
Services to be provided:
Performance
1. Samples will be collected and hand-delivered to the laboratory starting after award of purchase order.
2. Analyses should proceed by batch as the samples are delivered (i.e. do not hold samples to process all samples at once).
3. Confidentiality of all analyses and reports will be insured.
Deliverables
1. Report for complete analysis of water samples, including QA/QC results will be delivered to NWFSC Ecotoxicology Program prior to September 30, 2015.
Evaluation Criteria:
Possible vendors will be evaluated based on the following criteria:
1) Sample bottles must be provided and prepared by the awarded laboratory.
2) Required filtration (e.g., dissolved metals) must be conducted by the awarded laboratory.
3) Analysis procedures for the collected samples must be included in their QA/QC procedures and reports.
4) Laboratory’s reporting limits shall meet or exceed EPA’s Minimum Levels for analytes of interest.
5) Laboratory must be accredited by Washington State.
6) The vendor’s lab must be located in the greater Seattle area to allow for delivery of the samples by Northwest Fisheries Science Center staff.
7) Data presentation and management shall be clear and thorough.
Privacy Work on this contract may require that personnel have access to Privacy information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations. Data may not be released without Northwest Fisheries Science Center’s written consent. Data must be protected from unauthorized disclosure. Contractor must comply with all Federal, DOC, NOAA, and NMFS policies relating to IT and data security.
