Questions and Answers:

2. I see that in this solicitation, only laboratories accredited in Washington State are allowed to bid.

The samples are being collected and shipped/delivered to the laboratory. Is there a particular reason for restricting the bidding to Washington State laboratories?

Answer:

Sample preservation, logistics and cost make it necessary for us to hand deliver our stormwater samples to the analytical laboratory. The study is being conducted in Washington state and our samples need to be immediately delivered to the laboratory so that they can be preserved quickly for proper storage until analysis. Lack of immediate preservation, temperature fluctuations during shipping, risk associated with losing samples (cracked glass bottles) during shipping, and shipping costs are major problems. Also of concern are the time and additional costs of preparing samples for shipping.
