The NAICS code assigned is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing). Respondents must submit white papers addressing one or more of three capability areas: software development (Guidance, Navigation, and Control capable of GPS-degraded/denied operations, software-in-the-loop testing, impact accuracy analysis, and platform integration); hardware production and hardware-in-the-loop testing, technical data package maturation to Critical Design Review level, and production of three to five full-scale systems; and flight testing and integration support for approximately 18-21 developmental flight tests with data analysis and flight certification. All submissions must include rough order of magnitude costs and schedules with a 9-12 month period of performance for Sections 3.1 and 3.2.
Respondents may submit individual submissions for software (maximum 10 pages), hardware (maximum 10 pages), or flight test/integration (maximum 10 pages), combined software and hardware submissions (maximum 15 pages), or all-inclusive submissions covering all three areas (maximum 20 pages). All documents must be submitted in .pdf, .docx, or .xlsx format only. Small businesses are encouraged to submit statements of capabilities for partial requirements. Company profile information must include CAGE code, DUNS number, point of contact information, business size and socio-economic status, partnering intentions, identified risks and mitigation strategies, and technology readiness level. A controlled document containing Controlled Unclassified Information (CUI) with additional system attribute details is available upon request with a valid DD Form 2345 until March 3, 2026. Questions must be received by 1200 CDT on Monday, March 9, 2026, and responses are due no later than 1400 CDT on Monday, March 23, 2026, submitted to Mandi Johnson (Contracting Officer), Christy Cross, and Christalyn Springs at their respective Air Force email addresses. This RFI is for information and planning purposes only and does not constitute a commitment by the Government; responses are voluntary and will not affect future competition for resulting solicitations.

2. General and Background Information:
The Air Force Life Cycle Management Center, Armament Directorate, Attack Division (AFLCMC/EBD) is conducting market research for an industry analysis of capabilities. AFLCMC/EBD seeks to better characterize the technological, manufacturing, and business capabilities of the industrial base to develop and produce a materiel solution to address this operational objective. AFLCMC/EBD will use this information to inform its trade space analysis of industry capabilities that can potentially meet technology demonstration needs for the Next Generation Penetrator Tail Kit Development.
Additional system attribute details for this RFI are contained in a controlled document containing Controlled Unclassified Information (CUI), Distribution F. To receive the controlled system attributes document, interested parties must submit a request with a valid DD Form 2345 to Mandi Johnson at mandi.johnson.4@us.af.mil, Christy Cross at christy.cross.2@us.af.mil, and Christalyn Springs at christalyn.springs.3@us.af.mil. The controlled system attributes document will be sent to interested vendors with a valid DD2345 via DOD Safe.
