About this file

This document is a Request for Quote (RFQ) issued by the Oregon State Marine Board, in partnership with the NOAA Marine Debris Program, for the removal and disposal of 12 abandoned vessels currently moored within the Port of Newport's South Beach Marina in Newport, Oregon. The project involves towing each vessel out of the marina, removing them from the water, transporting them to an appropriate site, dismantling the vessels in an environmentally-responsible manner, and recycling or disposing of the waste materials. Offers must be submitted via email by the closing date of April 22, 2022. The successful offeror will be required to provide all labor, equipment, safety gear, and transportation necessary to complete the work by July 30, 2022, unless extended by the agency.

The RFQ provides detailed requirements for the offer content, including a project plan, cost breakdown by vessel, and compliance with specifications. Offers will be evaluated based on the completeness of information, feasibility of the timeline, awareness of the site logistics, cost-competitiveness, and demonstrated consideration of environmental impacts. The agency encourages participation from certified small businesses and may award a contract for less than the full scope. Pricing will be based on the offeror's itemized costs, with any salvage value of vessel components deducted from the final payment.

SECTION 1: GENERAL INFORMATION

1.1 INTRODUCTION

The Oregon State Marine Board, in partnership with the NOAA Marine Debris Program, solicited applications from certified “Clean Marina” moorage facilities throughout the state to have abandoned vessels removed from their facilities and disposed of in an environmentally protective manner. This RFQ is a result of one such application for removal of vessels from the Port of Newport’s South Beach Marina at 2120 SE Marine Science Dr, Newport, OR 97365.

The State of Oregon, acting by and through the Oregon State Marine Board, (“Agency”), is issuing this Request for Quote for the removal and disposal of the selected vessels described in the SCOPE OF SERVICES and ATTACHMENT B LOCATION AND VESSEL DESCRIPTIONS.

Agency anticipates the award of one Contract from this solicitation.

1.2 SCOPE OF SERVICES

There are 12 vessels in question which are currently moored within South Beach Marina.

A photograph of each vessel and associated location and notable details are provided (See ATTACHMENT B). It is not known how much, if any, oils, fuels, sewage or other pollutants may be on board.

The project involves towing each vessel out of the marina, removing each vessel from the water, transporting to an appropriate site provided by the contractor, dismantling the vessel in an environmentally appropriate manner, and recycling and/or disposing of waste materials at approved locations. The Offeror will provide photographs of each vessel in every phase of the contract to the AGENCY upon request.

Work shall be completed in the manner specified in the Offeror’s approved Quote.

Offeror will provide all labor, equipment, safety equipment, training and transportation necessary to complete the work specified. Any suspension of work for more than 48 hours must be approved in writing by AGENCY.

Vessels in the water shall be removed from the water in a manner that reduces or minimizes impacts to the environment and recreational and commercial boating. Offeror will contain and remove all debris and materials associated with the vessels. It is the Offeror’s responsibility to comply with all state, federal and local laws, rules, guidelines and policies for removal of vessels that may contain pollutants or hazardous materials that can impact the environment. Offeror may keep, salvage or sell any parts from the vessels; however, the value of any parts kept or the proceeds from any parts sold must be itemized and will be subtracted from the amount paid by AGENCY to the Offeror. The removal, demolition, and disposal are to be completed by July 30, 2021 unless extended by AGENCY in writing. Offeror will notify Agency of project completion. Agency or the contracted law enforcement agency in the county where the vessels are located may perform a site inspection within 10 calendar days of notification to complete a visual reconnaissance that the vessels have been properly demolished. Agency will use the visual inspection and documentation provided by Offeror to determine that the requirements of the Contract have been completed and that final payment can be made.

Offeror’s failure to deliver the deliverables in accordance with the requirements of the Contract is a material breach of the Contract.
