About this file
This document is an attachment to a state and local contract opportunity for the disposal of vessels moored at the Port of Newport's South Beach Marina in Newport, Oregon. The attachment provides a detailed description of the marina location and the 12 abandoned vessels that need to be removed, dismantled, and disposed of by the contractor. The vessels range in size from 23 to 52 feet and are constructed of wood, fiberglass, and other materials. The Port of Newport has prioritized the vessels based on factors such as size, material, condition, and ongoing maintenance needs. The contractor will be responsible for arranging the haul-out and transport of the vessels to an appropriate dismantling location, as the marina does not have the necessary facilities on-site.
The related state and local contract opportunity is focused on the vessel removal, dismantling, and disposal services at the Port of Newport's South Beach Marina, which is located in Lincoln County and the city of Newberg, Oregon. No further details are provided regarding pricing, set-asides, incumbents, funding sources, or other salient information.

ATTACHMENT B: LOCATION AND VESSEL DESCRIPTIONS
The Port of Newport’s Port of Newport’s South Beach Marina is located at 2120 SE Marine Science Dr, Newport, OR 97365. This recreational marina offers 522 moorage slips, shore power, a full service fuel dock, and sanitary pump-out station. The facility achieved certified Clean Marina status with the Oregon State Marine Board in 2008 and consistently partners with the Oregon State Marine Board on the implementation of environmentally protective management practices. Through a combination of grant funds from the NOAA Marine Debris Program and Marine Board funds for abandoned and derelict vessel response, the Marine Board is coordinating the removal of up to twelve abandoned vessels which are currently in the custody of the Port of Newport at South Beach Marina.
South Beach Marina does not have a boat lift or a launch ramp that can accommodate removal of these vessels. Nor does it have available space that is appropriate for dismantling activities. Therefore it will be the responsibility of the contractor to arrange haul-out at an appropriate facility, followed by transport to a dismantling location.
The 12 selected vessels are listed below in order of priority. The prioritization of the vessels was done by Port staff and involved factors such as size, material, condition, and ongoing maintenance needs.
