About this file

This document is a Justification for Other Than Full and Open Competition under Federal Acquisition Regulation (FAR) 6.302-1 for a contract to install computer hardware equipment in U.S. Department of Transportation (DOT) Pipeline & Hazardous Materials Safety Administration (PHMSA) regional offices.

New Tech Solutions, Inc. is the sole-source contractor to provide video teleconferencing (VTC) equipment and installation services for all DOT regional offices. The contract experienced delays due to supply chain issues and end-of-life equipment that required replacement. The remaining $37,751.02 balance on the original contract 693JK322F00039N is requested to complete the VTC installation project. No further competition is planned as this is a one-time contract to close out the existing effort. The Independent Government Estimate for the proposed support contract is $18,092.

Upon the basis of the following Justification, I hereby approve, as the Contracting Officer, the solicitation of the proposed contract using other than full and open competition pursuant to the authority of the Federal Acquisition Regulation (FAR) 6.302-1.
