The project encompasses the design, fabrication, and installation of three signs: one LED Digital Message Center Sign and two internally lit monument signs located at different complex entrances. The RFP (2025-RFP-012) was released on July 15, 2025, with a non-mandatory pre-proposal meeting scheduled for July 30, 2025, at 11:00 am. Proposals are due by August 14, 2025, at 2:30 pm, and will be evaluated through a competitive, best-value bid process. The signs will be installed at 1552 Hwy 72-221 East, Greenwood, SC, with specific requirements including brick bases matching existing fencing, LED illumination, and routed lettering.
The county will evaluate proposals based on four key criteria: experience/technical approach (20%), cost (50%), design quality (20%), and local preference/proximity (10%). The total points possible are 100, with cost being the most heavily weighted factor. Proposers must submit a comprehensive package including a cover sheet, qualifications statement, conceptual artwork, proposal cost, and evidence of bonding and insurance. The contract award is contingent upon funding availability, and Greenwood County reserves the right to reject any or all submissions. Contractors must possess a valid South Carolina Contractor's license, provide a 12-month warranty against defective materials and labor, and a 5-year warranty for the LED Full Color Display. Insurance requirements are extensive, including comprehensive general liability, fleet liability, and workers' compensation coverage.
