COStatement of Work Used Luggage
SECTION I: Scope
The Department of Homeland Security (DHS), Transportation Security Administration (TSA), Security Operations (SO) requires a variety of soft-sided and hard-sided used luggage/baggage with specific contents that mimic the type and variety of luggage normally carried in airports. This luggage will be ordered on a quarterly basis and needs to be shipped to multiple locations within and outside the CONUS and OCONUS. The number of locations and quantity of used luggage requested will vary with each quarterly order.
SECTION IV: Technical Requirements/Tasks/Outcomes
The Vendor shall provide soft-sided and hard-sided used luggage/baggage in a variety of sizes meeting the requirements listed below:
1. All used luggage must be clean and free from strong odors, any chemical staining and/or discoloration, dirt, hair or debris.
2. Used luggage must be in good working order with functional latches and/or zippers, and undamaged handles and wheels, where applicable.
3. All luggage must be completely closed by a zipper, buckle or clasp. Open or drawstring bags will not be accepted.
4. Each used luggage shipment must contain an assortment of various sized and colored used luggage that mimic the type and variety of bags currently carried by the traveling public. TSA will not accept a shipment containing only luggage of the same size.
5. Damaged luggage where the outer shell is cracked, torn or punctured will not be accepted. An exception will be made for minor damage to the interior lining or compartments of the used luggage. Cosmetic imperfections such as scuffs, scrapes or discoloration are permitted.
6. Each Shipment will contain the following types of Bags [either the Standard-mix or the Custom –mix. No combinations of the two anticipated CLINs will be authorized on this Blanket Purchase Agreement (BPA) Contract].

*Small/carry-on used luggage may include briefcases, backpacks, large purses and duffel bags, as are normally carried in airports.

Used Clothing and Toiletries
1. Each piece of used luggage, regardless of size, must be at least 50% filled with a variety of clean, used clothing, outerwear, hats, shoes and handbags.
2. Each piece of used luggage must contain a minimum of three toiletry items. The toiletries cannot be the same in each piece of luggage. All luggage must contain an assortment of toiletry items packaged in a mixture of zip locked plastic baggies and cosmetics bags.
3. Toiletry items must be in good condition with no leaking contents. Toiletry items must be chosen from the following list: deodorant, lotion, shampoo, conditioner, soap, toothpaste, toothbrush, mouthwash, facial cleanser, shaving cream, after shave, wet wipes, hair spray, and contact lens solution and suntan lotion.
4. Luggage delivered with leaking toiletries will not be accepted by the TSA representative at respective delivery destinations.
Contractor will ship used luggage/baggage with contents meeting the requirements listed above. Contractor will be responsible for all shipping costs (this cost shall be included in pricing). Contractor will coordinate with TSA regarding exact quantities and shipping locations. Delivery instructions will be provided by TSA when task orders are placed. Anticipated delivery locations include but aren’t limited to all major domestic airports within the United States.
Special Delivery Instructions:
The vendor must notify the point of contact (as specified in the Delivery Order) at each delivery location at least 48 hours in advance of delivery. The luggage must be palletized and shrink wrapped for offloading.
Performance/ Delivery Period:
The Period of Performance is five years, beginning on the date of BPA Award. BPA Calls must be awarded within the BPA’s Period of Performance; however, the Period of Performance for BPA Calls may exceed the BPA’s Period of Performance, but not beyond 12 months from its expiration date.
For each BPA Call, delivery is required within 30 days after receipt of order.
Points of Contact: An excel attachment with current POCs will be sent out at time of award.

Please note that locations will be provided at the time of award, all delivery locations are domestic to include Alaska, Hawaii, and Puerto Rico. The below format will provided via an exel spreadsheet with all of the required delivery locations. (additional delivery information may be included)

The Contractor will be responsible for all shipping costs free on board destination (f.o.b.). Delivery instructions, all shipping addresses, and points of contact (POCs) for each individual location will be provided at the time of award.

DHS Form 700-21, Material Inspection and Receiving Report
1. The Contractor is required to communicate by phone and/or email with the TSA Point of Contact at each delivery location prior to delivery.
2. The Contractor must send a copy of the shipper’s bill of lading and a completed DHS Form 700-21, Material Inspection and Receiving Report, by email to the TSA Point of Contact at each delivery location prior to the delivery of the shipment of training luggage.
3. After receipt, the TSA Point of Contact will inspect the quality of the used luggage and contents, and, upon approval, return the signed DHS Form 700-21 by email to the Contracting Officer’s Representative (COR) for review and signature.
4. Using the DHS Form 700-21, the TSA Point of Contact will inspect the shipment and accept only items meeting all requirements.
5. Used luggage, clothing or toiletries that do not meet TSA requirements will be returned to the Contractor at the contractor’s expense.
Invoice Submission The invoices for this delivery order must be accompanied by the DHS Form 700-21 signed by the TSA Point of Contact and the TSA COR.
