About this file

This file is a Problem Statement and Questions document designed to solicit information from potential contractors regarding network design and build capabilities for the National Science Foundation's New Building IT Design and Build initiative (Solicitation 49100426K0003).

The requirement focuses on removing and replacing copper cabling, designing IT network topography, and specifying equipment and acceptance criteria for multiple network facilities including the IT Service Desk Area, Main Data Facility (MDF), Communication Equipment Rooms (CERs), audiovisual closets, OCIO Imaging Room, and other spaces supporting OCIO operations. The NSF is reducing its on-premises enterprise IT infrastructure scope while leveraging a Co-location Data Center managed by Equinix in Ashburn, VA, an Enhanced Communication Equipment Room at NSF Headquarters in Alexandria, VA, and Amazon Web Services Direct Connect infrastructure. The document poses six targeted questions to evaluate contractor expertise: adherence to structured cabling standards (ANSI/TIA-568), experience designing network topologies for similar environments, methodology for determining space/power/cooling/rack layout requirements, approach to bandwidth capacity and redundancy planning, equipment specification considerations for integrated technologies, and evaluation criteria beyond price. As a Sources Sought/Request for Information pre-solicitation, this document serves to gather contractor capabilities and insights rather than solicit formal proposals or pricing.

Text version

Problem Statement: The primary focus of this requirement is to remove/replace copper cabling, design the IT (voice/data) network topography, equipment/performance specifications, and acceptance criteria for all network rooms includes, but not limited to, the IT Service Desk Area, Main Data Facility (MDF) Communication Equipment Rooms (CERs), other network (e.g., audiovisual) closets supporting technologies that integrate with Agency networks and systems, OCIO Imaging Room, and other spaces required by OCIO to support its operations.

1. What standards and best practices do you follow when installing structured cabling systems (e.g., structured cabling standards such as ANSI/TIA-568 Telecommunications Cabling Standard)?

2. Provide an example of a network topology you designed for a similar environment and explain the design considerations.

3. Describe how you determine space, power, cooling, and rack layout requirements for network rooms such as MDFs and CERs.

4. How do you determine bandwidth capacity, switching requirements, and redundancy levels for agency network infrastructure?

5. What factors do you consider when specifying equipment for environments with multiple integrated technologies such as audiovisual systems and imaging systems?

6. What are some evaluation criteria the Government should consider beyond price?
