About this file

This document is a Sources Sought announcement from the Naval Facilities Engineering Command (NAVFAC) Southwest regarding a potential future solicitation for a NEPA Multiple Award Service Contract (MASC). The purpose is to identify potential qualified small businesses, 8(a) businesses, HUBZone small businesses, economically disadvantaged women-owned small businesses, and/or service-disabled veteran-owned small businesses that can provide the full scope of environmental consulting services outlined in the attached Statement of Work.

The scope includes tasks such as NEPA documentation, biological assessments, wetland delineations, sediment characterization, and cultural resource surveys. Respondents must demonstrate experience and capability across all service areas. The proposed contract will be an IDIQ with both fixed-price and bid-based task orders, with an estimated value of $45 million over 7 years. Responses to the 5-part questionnaire are due by November 1, 2024, and will be used to help determine the appropriate acquisition strategy, which may be a competitive set-aside or full and open competition. No award will be made from this sources sought.
