About this file

This is a pre-proposal meeting presentation for the City of Pittsburgh's Neighborhood Employment Centers procurement, prepared by the Office of Management and Budget on behalf of the Department of Human Resources and Civil Service. The City seeks qualified vendors to operate and manage Neighborhood Employment Centers that provide employment opportunities and job postings to Pittsburgh residents, with at least 51 percent of individuals served residing in Community Development Block Grant neighborhoods. Primary service requirements include assisting employers in hiring at least 40 City of Pittsburgh residents; providing pre-employment assistance including resume help, job search and interview techniques, and referrals to training and support services; coordinating with CareerLink to register job seekers; assisting with City recruitment efforts; and participating in a project information system to track applicant, referral, and employer data through quarterly reports. A non-mandatory pre-bid meeting was held on July 11, 2025, at 10:30 a.m. The question submission deadline is July 25, 2025, at 5:00 p.m., with proposals due August 8, 2025, at 2:00 p.m. Award is anticipated in August or September 2025 following Equal Opportunity Review Commission and budget approval.

Required bid documents include a scope of work response, cost proposal, vendor contact sheet, vendor registration form, W-9, proof of SAM.gov registration or Unique Entity Identifier, City Terms and Conditions acknowledgment, and Community Development Terms and Conditions review. Bidders must comply with the City's "Ban the Box" ordinance prohibiting discrimination based on criminal conviction history and must meet Disadvantaged Business Enterprise participation goals of 18 percent Minority-Owned Business Enterprises, 7 percent Women-Owned Business Enterprises, 5 percent Veteran-Owned Small Businesses, and 3 percent LGBTQIA+-Owned Business Enterprises, or demonstrate good faith efforts to achieve these targets. Non-profit respondents must submit statements of assurance regarding executive director demographics, board composition, staffing diversity, community location and service, and diversity initiatives. Post-award invoices must include certified payrolls with prevailing wage rates and approved lien waivers, with payment on Net 45 days. The presentation notes that most scope elements are standard for typical Neighborhood Employment Center contracts, though some items may be negotiated if value-added enhancements are offered, while reports and reporting periods are non-negotiable.
