About this file
This is a Change Order Notice issued by the Chief Procurement Office for General Services involving the Illinois State Police (ISP) and NEC for Criminal History Record Information (CHRI) system interface modifications. The ISP requires NEC to update the Interface Control Document (ICD) and complete Phase 1 interface modifications to enable the existing Automated Biometric Identification System (ABIS) to integrate with a new CHRI system planned for deployment in late 2028. The work includes transitioning the ABIS-CCH interface from legacy socket-based communication to standards-based web services and adding required functionality for SRE (Submission Results Electronic) and ERRT (Tenpring Transaction Error) transaction types. The ABIS system currently operates as a critical, interdependent partner system to the existing CHRI infrastructure, and modifications are necessary to ensure proper functionality with the new CHRI system when it goes live.
The total cost of this change order is $132,283.74. The ISP's CHRI replacement vendor is Computer Projects of Illinois (CPI), and NEC must develop and publish the revised interface specification for CPI to incorporate the additional functionality and modernized communication protocols into the new CHRI system. This Change Order Notice is being posted on the Bulletin/BidBuy for the required 14-day period due to the contract cost increase exceeding $25,000, and the work is considered germane to the original contract as the technical modifications were not reasonably foreseeable at the time the initial contract was executed.

ISP's current Automated Biometric Identification System (ABIS) and Criminal History Record Information (CHRI) systems utilize NEC's ICD v1.4. The ISP is in the process of replacing its legacy CHRI system. The ABIS system is a critical, interdependent partner system to the CHRI. The technical interface that enables communication and data exchanges between the ISP ABIS and CHRI systems in production today must undergo modification in order to function correctly when deployed with the new system CHRI in late 2028. The ISP's CHRI replacement vendor is Computer Projects of Illinois (CPI).
NEC must complete the work of developing and publishing a new ICD. The revised interface specification will be provided to CPI so that the additional functionality and the modernized communication protocols are programmed and in place when the new CHRI system goes live in 2028.
