CLARIFICATION - VENDOR Q&A
NEA RFP 16-14 | Diversity Training
Please see below an additional vendor question along with the agency response (in red).
186. In task 2, it says the contractor is to design a 3 month facilitated training curriculum. Task 3 is to conduct the training and in the RFP Section F1. Timeline for Performing Contract Requirements and Question 12 of the Q&A the language makes clear that training is to be completed by week 6. If all the training is to be completed by week 6 (1.5 months), it is unclear what the 3 month training curriculum is designed to accomplish?
There is some flexibility in the exact timing of Task 2 (Finalize curriculum, etc.) and Task 3
(Conduct training, etc.). If offerors would like to suggest alternative timing for these tasks, the agency is open to considering these, and offerors must provide a rationale for the timing proposed.
The NEA expects that after Task 3, time will be required for the contractor to accomplish Task 4
(summary of best practices, lessons learned, toolkit for agency use, etc.). The 3 months’ period of performance allows for completion of all these tasks (Tasks 1 – 4). Additionally, the 3 month training curriculum referred to in the RFP does not refer solely to the training that the contractor shall provide for the NEA; it collectively refers to all the work the contractor shall do during the 3 month period of performance.
