Amendment 0002 Questions and Answers (Q & A’s)
NEARFP-09-05 Five Opportunities to Prepare Monographs that Analyze Arts Participation and Specific Areas of Interest
Q1: In Amendment #1 for NEA RFP-09-05 (Monographs), it states that “the NEA would consider a single proposal for a unified report” for some or all five monographs.
In Section L of the original RFP, it states that the proposal should be no more than 10 pages. Does the 10 page limit still apply if the proposal is submitted as a unified report (with all five monographs included)? Also, are project personnel resumes and product samples included in the page limit?
A1: If you are applying for a contract to report on more than 1 study topic, than please limit the page-count of your proposal to 10-page increments—one 10-page increment for each study topic—with the total not to exceed 50 pages for the five study topics.
The 10-page limit refers to the technical proposal only; we will consider additional pages for project personnel resumes and product samples, although we ask that you restrict such materials to those directly relevant to your proposal.
Q2: Section L, subsection d, refers to Product Samples. Does NEA require samples of reports/monographs prepared for arts-related clients only or can we also submit reports from studies conducted for non-arts-related clients?
A2: This decision should be made by the applicant, based on his or her judgment of which materials most clearly demonstrate an ability to execute the work products that are the subject of the solicitation.
