April 8, 2011 Solicitation #NCPC-SS-11-04 Design Competition for President’s Park South

Questions and Answers (Q&A) – Part 2

The National Capital Planning Commission has received the following additional questions regarding the above named solicitation. We are sharing the questions and the answers. Additional questions will not be accepted after April 8, 2011 at 5:00 pm Eastern Standard Time.

1. Q. In reference to the Design Competition for President’s Park South, if a firm is doing compliance review of the proposals, will they be conflicted out of participating on a submitting team?

A. We believe that there would be the perception of a conflict of interest if one of the firms involved in proposing an alternative was also responsible for assessing the alternatives as part of the compliance review.

2. Q. What is contingency plan for revising the submission deadline in the event of a government shutdown?

A. As of now, the deadline date remains April 18, 2011. We will revisit this decision if it becomes necessary.

3.Q. (1) I just wanted to confirm that GSA SF 330 is required in its entirety, i.e., both Parts I & II. I raise this question because there will likely be considerable duplication of information in GSA SF 330 from firm portfolios.

( 2.) Re: SF 330, Part I, Section F :: The form says to "Present as many projects as requested by the agency, or 10 projects, if not specified." Since you have not specified the number of projects to list, we are to assume that we should provide 10. Would that be 10 projects total for the entire team, or (up to) 10 projects per firm on the team?

(3.) Re: Resources & Background Material :: The listing says that "Background materials will be made available though NCPC's FTP." Is this material available to interested parties in the "Sources Sought" phase, and if so, how do we access it, or will it only be made available to those invited to compete?

A. (1) You should complete both Parts I & II

(2) No more than 10 projects total for the team

(3) The background material will be made available to the four finalists.
