Solicitation #NCPC-SS-11-04 Design Competition for President’s Park South

Questions and Answers (Q&A)

The National Capital Planning Commission has received the following questions regarding the above named solicitation. We are sharing the questions and the answers. Additional questions will not be accepted after April 8, 2011 at 5:00 pm Eastern Standard Time.

1. Q. The submission requirements include a cover letter, GSA form 330 and firm’s portfolio.

(a ) Could you please clarify if the firm’s portfolio is to be submitted in addition to the SF330, or if it should be included as a part of the SF330 form in section H-Additional Information?

(b) If the portfolio is to be submitted as a separate document, are there any format requirements the competitors need to follow?

A. (a) We have revised the notice on FEDBIZOPS to clarify the submission requirements. It now reads as follows: If you would like to participate in this competition please submit five (5) hard copies and one digital version (ppt, pptx or pdf format) of your qualification package that includes the Architect & Engineers Qualifications Form (GSA form 330), a cover letter expressing your firm’s interest in and understanding of this project (no more than three pages), and your firm’s portfolio (focused on work relevant to this assignment).

(b)There is no required format for the firm’s portfolio.

2. Q. My firm is reviewing the "Sources Sought Notice" for the Design Competition for President's Park South (Solicitation Number NCPC-SS-11-04). I saw the brief description of the submission requirements, and was wondering if there is a more formal RFQ or a more detailed list of submission requirements?

A. This is a Sources Sought notice. There is no RFQ. All of the submission requirements are listed.

3. Q. Do we need to be adding in the quals for proposed consultants at this early stage, like Landscape for example? Please advise when you have a moment.

A. The SF-330 should include the qualifications for the full team.

4. Q. We are interested in submitting for the NPCP Design Competition for President's Park South. We received a notification and advertisement of the project, but is it possible to get a copy of the RFP? Also, the project notification that we received notes that NCPC will make background materials available through NCPC's ftp site - has this information been posted, and is it possible for us to receive access and instructions to NCPC's ftp site so that we can review this material to help inform our understanding in our team qualifications submittal?

A. This is a Sources Sought Notice – there is no RFP. Through this notice the NCPC is seeking to identify four firms to participate in a design competition. The background material you reference will be made available to the four finalists.

5.Q. We are delighted to hear of NCPC and NPS intentions for South President’s Park, and of the possibility of being invited to participate in the competition. As we reviewed the solicitation we have identified some questions:

1. Can you confirm a page limit for the 330 and for the firm portfolio?

1. Can the firm portfolio be in other than 8 ½ x 11 format? If so, are there any guidelines for portfolio requirements?

1. We have our full team in place but would like to confirm whether a full 330 for the full team is required, whether they should be carried in our portfolio, or perhaps listed but not further described. Can you advise please?

1. Are questions from individual prospective offerors being shared to all?

A. There are no page limits for the 330 and the firm’s portfolio. The firm’s portfolio should be focused on work relevant to this initiative. Also, we did not specify any guidelines for portfolio requirements; and the portfolio can be in a format other than 8 ½ x 11. The SF-330 should include the qualifications for full the team.

6.Q. For the expression of interest that are due April 18th for the President's Park South Competition, are there specific requirements of what should be included: types of information, federal forms, etc.?

And, at this initial stage of the selection process, are you looking for qualifications of the lead landscape architecture firm only?

A. All requirements are listed in the Sources Sought Notice. We are looking for the entire team’s qualifications.

7.Q. At what point are security clearances required?

A. A Security clearance would be required if you are selected to do the actual design work.

8.Q. What are the procedures for submitting the SF-330?

A. The SF-330 should be submitted in hard copy form (5 copies) and in digital form (via CD, flash drive, etc.)

9.Q. Should the composition of the team be listed on the SF-330?

A. Yes, the SF-330 should list the full team.

10.Q, Who is managing the Design Competition?

A. The design competition is being managed by NCPC, and the concepts developed in the design competition may be considered for possible refinement and implementation by the United States Secret Service and the National Park Service.

11.Q. GSA Form 330- Are these special forms? Because we use 330 forms in our office but do not say GSA. If you have a template for these forms how can I get them?

In the hardcopies do we include licenses, and certifications?
You are specific as to the 330 forms the cover letter (3 pages) and firms portfolio would be Flyers correct? Nothing else? Do we have a page limit?
A. GSA Form 330 and 330 forms are the same. The link below is to the 330 form:http://www.gsa.gov/portal/forms/download/21DBF5BF7E860FC185256E13005C6AA6.
You are not required to submit copies of licenses and certifications. The portfolio should becomplete. There is no page limit for the portfolio
