SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED ACQUISTION

THRESHOLD

SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

Approval is requested for the purchase of the tools described below on a brand-name basis. Comprehensive market research conducted by FAC, in conjunction with a facility assessment, evaluated multiple manufacturers and product specifications to determine the most suitable equipment for the operational requirements. This analysis examined factors including tool durability, compatibility with existing plumbing and drainage systems, availability of replacement parts, technical specifications, and long-term cost-effectiveness. Based on these findings, it was determined that specifying brand-name tools for these items meets the stringent requirements necessary to provide reliable preventive and corrective maintenance to plumbing and drainage installations and pipelines, ensuring operational continuity and compliance with facility maintenance standards.

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The Facility Management Office requires the procurement and delivery of specialized drain inspection equipment to the New Embassy Compound, with an estimated value of $69,000.00 USD. The RIDGID equipment—specifically SeeSnake inspection systems and water jetting equipment—is essential for performing routine and emergency maintenance activities safely and efficiently, maintaining critical building systems, and ensuring personnel safety during repair work.

Currently, the absence of this equipment forces the team to outsource inspections and specialized plumbing services, resulting in increased operational costs, delayed response times, and limited quality control. The procurement will enable FAC technical staff to perform in-house diagnostics and maintenance, leading to significant cost savings, faster response times to maintenance requests, improved diagnostic accuracy, reduced emergency repairs and extended plumbing system lifespan.

The acquisition will also prevent service interruptions that currently occur when external contractors are needed. Scheduling constraints and contractor availability often cause delays that impact facilities operations.

With in-house capabilities, FAC Maintenance Team can respond immediately to drainage issues, perform diagnostics and corrective actions without delays, reduce system downtime, and prevent minor blockages from escalating into major failures. This will significantly improve operational continuity and ensure uninterrupted maintenance services.

In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

RIDGID equipment is the most appropriate choice for this procurement due to its comprehensive compatibility with operational requirements and superior logistical advantages in Mexico. The equipment meets all technical specifications, including the ability to operate within drainage systems ranging from 1 1/4" to 10" diameter pipes, compatibility with digital recording and data export functions through Bluetooth and Wi-Fi connectivity.

RIDGID's integrated ecosystem ensures seamless interoperability between inspection monitors, cameras, and reels, while supporting data export in commonly used formats for reporting and documentation. Critically, RIDGID equipment is widely available in Mexico through authorized distributors, providing immediate access to equipment and spare parts, local technical support and warranty services, and significantly reduced procurement and delivery timelines compared to other brands with limited distribution networks or longer lead times. This local support infrastructure ensures the Facility Management Office can maintain operational continuity, obtain timely maintenance services, and avoid delays that would otherwise compromise the equipment's effectiveness and the team's ability to respond promptly to drainage issues.

SECTION 6. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST

TO THE GOVERNMENT IS FAIR AND REASONABLE

By signing the justification, the Contracting Officer makes a determination that the price to the Government is anticipated to be fair and reasonable.

All reviews and approvals should be completed in the order listed unless otherwise authorized or required.
