PERFORMANCE WORK STATEMENT
NOAA Office of National Marine Sanctuaries
Meeting and Facilitation Services for IUCN Event
NCNM7000-16-01571
I. Background The National Oceanic Atmospheric Administration (NOAA) is a United States Federal agency dedicated to understanding and predicting changes in the Earth’s environment and to conserve and manage coastal and marine resources to meet United States economic, social, and environmental needs. In coordination with federal, state, local, tribal and international authorities, NOAA manages the use of these environments, regulating fisheries and marine protected areas as well as protecting threatened and endangered marine species.
The Office of National Marine Sanctuaries (ONMS), established in 1972 by the National Marine Sanctuaries Act (NMSA) and administered by NOAA, protects a network of special marine and freshwater areas. The goal of the NMSA is to set aside and manage areas for resource protection, research, enhanced public education, and compatible public and private uses. Management activities for each sanctuary are detailed in site-specific management plans which outline regulatory goals, describe boundaries, identify staffing and budget needs, and set priorities and performance measures for resource protection, research, and education programs.
In 2014, NOAA’s ONMS launched a new program initiative to enhance strategic planning, innovation and global partnerships toward solving ocean conservation issues. This program focuses on providing technical assistance, strategic planning and training to build global capacity in marine conservation, specifically large-scale marine protected area (MPA) design and management and the protection of marine mammals through place based protected area management. ONMS is working in collaboration with its international and local partners to host a public event celebrating our oceans during the IUCN World Conservation Congress. The event will focus attention on NOAA’s ocean conservation programs.
II. OBJECTIVES
ONMS requires event coordination for a public event “Celebration of Our Ocean World” to be held September 2, 2016 at the Hilton Hawaiian Village Hotel in Honolulu during the IUCN World Conservation Congress. The event will provide an opportunity for the public to learn about Hawai`i’s humpback whales and endangered monk seals, the 2016/2017 Year of the Whale (a declaration being celebrated by the Secretariat of the Pacific Regional Environment Programme), the Pacific Remote Monuments and the U.S. National Marine Sanctuaries. The event will feature a special guest appearance and hula presentation by Hālau Mōhala 'Ilima, a Cetacean Animation Exhibition “Light Animal Magic: Homes for Whales in the Sea” by marine life illustrator Haruyoshi Kawai, a feature film entitled: Humpback Whales produced by IMAX, and short films showcasing the significance of the Pacific Remote Monuments.
The event coordination will include logistical support and event services to support the event.
We require a contractor to secure event vendors to support the event, secure the venue, and make all arrangements for this event including audio-visuals.
