Description
The Drug Synthesis and Chemistry Branch (DSCB) of the Developmental Therapeutics Program (DTP) of the Division of Cancer Treatment and Diagnosis (DCTD) of the National Cancer Institute (NCI) is seeking support services to operate and maintain the National Cancer Institute’s Chemotherapeutic Agents Repository (NCI-CAR). This acquisition is responsible for providing an informational interface with NCI and external investigators that are submitting or requesting research compounds; for updating of the chemical database which includes chemical, inventory, receiving and shipping information; systematic file and record keeping of both current and archival information related to repository activities; and reacquisition of samples for continued chemical and biological studies. Towards this goal, the Program acquires and evaluates about 5,000 single agents each year in anticancer assays. In addition, research samples are provided to the general research community both in vialed and plated format. NCI-CAR is responsible for receiving, storage and distribution services along with curating an inventory of approximately 500,000 - 600,000 individual samples and associated chemical, inventory and distribution data. Approximately 400 samples are received monthly, registered, and shipped to NCI testing facilities; an additional 2,500 samples are weighed monthly from inventory and shipped to research investigators both in the U.S. (including NCI) and foreign countries.
This acquisition will be to establish (1) one Indefinite Delivery-Indefinite Quantity (IDIQ) contract, as described in the Attached Draft Statement of Works (SOW).
The qualification criterion establishes conditions that must be met at the time of receipt of Technical Proposals by the Contracting Officer in order for a proposal to be considered any further for award. The following Mandatory Qualification Criteria for this RFP is as follows:
1. Facility Mandatory Qualification
a. A minimum of 6,000 square feet of chemical storage space containing:
i. 5,000 Cubic feet of refrigeration space (+5 deg C)
ii. 10,000 Cubic feet of freezer space (-20 deg C)
iii. 500 Cubic feet of ultra-low temperature space (-80 deg C)
b. Sufficient non-recirculating Air conditioning and heating to provide controlled room temperature (+20 deg C) chemical storage space. The turnover of room air shall comply accepted industry standards and OSHA regulations.
2. Present all required current federal, state, and local approvals, licenses, certificates, permits and other legal requirements necessary for an operational facility or facilities and its contents. All required, at the proposed location and for the proposed use and occupancy have been issued.
3. If facility is not contractor owned, commitment for a non-revocable building lease through the end of the contract term.
JUSTIFICATION FOR PARAGRAPH (2): Since many of the compounds handled under this contract are of a hazardous nature, the contractor must have the licenses required by the federal, state, and local governments to receive, inventory, store, ship and dispose of such compounds.
JUSTIFICATION FOR PARAGRAPH (3): Many of the samples housed in the facility will be of a hazardous and perishable nature requiring special storage (e.g., refrigeration, dark) and handling conditions. In order to maintain sample integrity and continuous execution of tasks it is necessary that a proper and adequate facility for storage is continuously available for the term of the contract.
The base IDIQ contract is anticipated to have a period of performance and ordering period of approximately five (5) years. Awards are anticipated on or about February 15, 2023, to Offerors capable of performing all aspects of the work described in the Draft SOW attached to this notice. Task Orders placed within the ordering period of the resultant base IDIQ may extend up to five years beyond the end date of the base IDIQ contract’s period of performance/ordering period. We anticipate task orders issued against the IDIQ contract will be cost reimbursement type and/or firm fixed price. While the base IDIQ contract will not have options, options may be included at the individual task order level.
This advertisement does not commit the United States Federal Government to award any contract.
The NAICS code for this acquisition is 541990, All Other Professional, Scientific, and Technical Services with a size standard of $16.5 million dollars is being considered. THIS ACQUISITION
