About this file

This is a Non-Mandatory Addendum Version 1 issued by the North Carolina Department of Transportation (NCDOT) in response to vendor questions regarding the solicitation for Various Aggregate Material to support the Robeson County Maintenance location. The solicitation, numbered 54-RC-12205691, seeks to establish an agency-specific term contract to furnish and deliver various aggregate materials on an as-needed basis. The contract term is one year, with a solicitation opening date of February 10, 2026 at 2:00 PM EST. The delivery requirement specifies that vendors must complete delivery within twenty consecutive calendar days after receipt of each individual purchase order issued throughout the contract term. The estimated annual quantities for materials such as ABC Granite, No. 57 Granite, and Rip Rap are provided but explicitly noted as estimates only and not guaranteed; NCDOT reserves the right to order more or less than those amounts during the contract period. Deliveries will be stockpiled at designated delivery locations, and vendors should note that with restricted space at the Robeson County Maintenance facility, end dump trucks are preferred to ensure safe compliance with applicable regulations and site access requirements.

The addendum addresses key operational questions, including clarification that material continuity cannot be ensured through multiple NCDOT-approved quarries per material type on Attachment H, meaning vendors must list specific quarries for each material. Orders are typically issued on an as-needed basis driven by maintenance and weather conditions rather than on a recurring schedule. Payment terms are governed by Attachment C—North Carolina General Terms & Conditions, Item #9. Inspection and acceptance of aggregate deliveries occur at the time of delivery or shortly thereafter, provided the material is delivered to an approved location and meets specification. Vendors should ensure compliance with standard safety and suitability requirements and coordinate with NCDOT personnel for proper unloading procedures at the facility.

Delivery Requirement

The IFB notes delivery within twenty (20) consecutive calendar days after receipt of an order, while the contract term is one (1) year.

Please confirm that the 20-day delivery requirement applies to individual purchase orders issued throughout the contract term rather than the total estimated annual quantity

The twenty (20) consecutive calendar day delivery requirement applies to each individual purchase order issued throughout the one (1) year contract term. It does not apply to the total estimated annual quantity.

Estimated Order Volumes

While annual estimated quantities are provided, can NCDOT share any guidance on typical weekly or monthly tonnage ordered under similar Robeson County Maintenance aggregate contracts?

NCDOT aggregate term contracts (like the Robeson County Maintenance contract) include estimated annual quantities for materials such as ABC Granite, No. 57 Granite, Rip Rap, etc., but they explicitly state these are estimates only and not guaranteed. The department may order more or less than those amounts during the contract period.

Delivery Method Please confirm whether deliveries are expected to be stockpiled on-site, tailgate dumped, or both, depending on operational needs.

Deliveries will be stockpiled at designated delivery location.

Vendor Question State’s Response

Approved Quarry Listings

Is it acceptable for a vendor to list multiple NCDOT-approved quarries per material type on Attachment H to ensure supply continuity?

Material continuity cannot be ensured if the same material is obtained from various suppliers.

Order Frequency

Are aggregate orders typically issued on a recurring schedule, or primarily on an as-needed basis driven by maintenance and weather conditions?

See Section 1.0 and Section 4.5 The purpose of this solicitation is to establish an agency specific term contract to furnish and deliver Various Aggregate Material to the North Carolina Department of Transportation (NCDOT), Robeson County Maintenance location on an as needed basis. Successful Vendor should complete delivery within twenty (20) consecutive calendar days after receipt of order.

Section 6.3 Invoices, Page

What are the standard payment terms for this contract (Net 30, Net 45, etc.) after invoice submittal and acceptance?

See Attachment C North Carolina General Terms & Conditions.

Item #9

Section 6.3 Invoices, Page

Typically, how soon after delivery does inspection/acceptance occur for aggregate deliveries at Robeson County Maintenance?

In practice, inspection, and acceptance for aggregate deliveries at NCDOT county maintenance facilities—like Robeson County—typically occur at the time of delivery or very shortly thereafter, provided the material is delivered to an approved location and meets specification.

Section 4.5 Delivery, Page

Are there any restrictions or requirements on delivery truck type for this contract (e.g., end dump, dump trailer, live bottom), including any site access limitations at the Robeson County Maintenance yard?

Based on how NCDOT county maintenance aggregate contracts are typically administered, there are no special restrictions on truck type beyond standard safety and suitability requirements, and deliveries are generally flexible. Although at this location with restricted space we prefer the end dump so they comply with applicable regulations and can safely access and unload at the Robeson County Maintenance facility as directed by NCDOT personnel.
