About this file
This document is a Questions and Answers addendum issued by the New Castle County Vocational-Technical School District in response to bidder inquiries regarding Invitation to Bid 2610 for OpenSciEd curriculum materials and services. The bid submission deadline is Wednesday, June 10, 2026, at 3:00 PM. The procurement seeks pricing for OpenSciEd curriculum modules packaged with both permanent equipment and consumable materials designed for class sections of 32 students, along with professional development services. The District clarified that bidders may submit pricing based on their standard packaged offerings rather than exact line-item matches specified in Appendix B, including consumable sets for 32-student classes instead of five-section bundles. Samples will likely not be required but may be requested at the District's discretion after bid submission but before contract award.
Award will be made to the lowest responsible bidder, with evaluation criteria extending beyond cost to include verification that materials are appropriate, align with the curriculum being implemented, and support educational objectives. Bidders are not required to provide pricing for printed teacher guides, printed student guides, or enhanced digital materials; however, professional development service options and pricing must be quoted and included in proposals. The Non-Collusion Attachment 3 must include the bidder's company address and be signed by an individual with legal authority to enter the organization into a formal contract with the New Castle County Vocational-Technical School District and the State of Delaware. The District reserves discretion to request bid samples and reserves the right to reject bids or modify award decisions based on budget appropriations and contract term approvals.
