About this file

This is a Contract Advertising Exemption Request and Non-Competitively Bid (NCB) Contract Justification form from the California Department of Developmental Services (DDS) for contract HD159066 with Executive Information Services (EIS). The contract is for a police report writing/case management system provided as software as a service, which will allow DDS to use the same system currently used by the Department of State Hospitals (DSH) for consistent reporting to the Office of Law Enforcement Support (OLES). The contract period begins January 1, 2016 with an end date of December 31, 2017. The system is required to comply with California Government Code and Welfare & Institutions Code mandates for oversight of investigations and reporting requirements beginning October 1, 2016.

The contract amount is $330,000 and is classified as an IT/Telecom related service. The justification for non-competitive bidding is based on EIS's proprietary cloud-based software solution that has been effectively used by DSH/OPS since 2007. The system will be hosted within the State of California's designated data center, with web-based access for OPS staff. No financing is required for this transaction, as indicated by the "No" selection on the form. The contract type is categorized as both IT Goods and IT Services, and the procurement does not require DVBE (Disabled Veteran Business Enterprise) participation goal exemption.
