About this file
This Statement of Objectives (SOO) is for the 22nd SOPS Detachment 6 at New Boston Space Force Station, focusing on the Boresite Tower Replacement Planning Charrette (PC). The primary objectives include identifying communication coverage requirements for NBSFS defense forces and Bedford and Amherst fire and emergency services, developing courses of action (COAs) for demolishing the existing 1971 ROHN Industries Model 65 tower, and relocating communication equipment to a new monopole tower.
Key deliverables include producing a DD Form 1391 for Military Construction, providing coverage maps, developing a 10% concept design, conducting environmental consultations, and performing a comprehensive economic analysis. The project requires sampling and managing lead-based paint during demolition, analyzing communication infrastructure capacity, and exploring backup power options. The planning charrette has a 6-month performance period, with phased deliverables and payments tied to specific milestones such as workshop preparation, conducting the workshop, and finalizing documentation.

NBSFS SOO: Boresite Tower PC
UNCLASSIFIED
Statement of Objectives (SOO)
22nd SOPS Detachment 6
New Boston Space Force Station
New Boston NH
Boresite Tower Replacement
Planning Charrette (PC)
23 July 2025
1.0 Background
The New Boston Space Force Station (NBSFS) existing Boresite tower is a ROHN Industries Model 65 tower that was installed in 1971 and accompanying building was replaced in 2019. Located approximately 2.5 miles West of the Station entrance, the tower was formerly used for communication & calibration.
2.0 Purpose/Description
The purpose of this Statement of Objective (SOO) is to develop courses of action (COAs) and requirements documents for a project to demolish and relocate existing tower ,Land Mobile Radio (LMR) transmitters/repeaters, and if required, supporting equipment and servers.
3.0 Objectives/Scope
The objectives of this work are to:
3.1 Identify requirements for the NBSFS communications coverage area and include Bedford and Amherst fire and emergency services required communications coverage area. Design Contractor will assume all costs associated with consulting outside agencies and contractors to complete this design charrette.
3.1.1 NBSFS Defense forces communications requirements
3.1.2 Bedford and Amherst fire and emergency services required communications.
Consult with 2-Way Communications and Bedford and Amherst Police and fire and emergency services for coverage requirements.
3.1.3 Determine if COAs can support future 5G Celluar phone coverage. Consult with NBSFS CEI Chief for information on Verizon 5G initative.
3.2 Develop courses of action (COAs) for demolition of existing tower and relocation of communication equipment and supporting infrastructure (new monopole tower).
3.2.1 Develop solid and hazardous materials removal plan, to include:
Providing that the Lead Based Paint (LBP)-metal from the Boresite tower is collected and recycled (with proof of weight ticket and generation from NBSFS submitted to CEI) the LBP-metal will not require handling & management as hazardous waste. Any lead based paint that is removed from the metal (i.e.
errant paint chips that may precipitate to the ground during demolition) would require collection to determine hazardous waste characteristic via using the Toxicity Characteristic Leaching Procedure (TCLP), test method 1311 in EPA publication SW-846. This responsibility would be entirely borne by the contractor. Collection would be required for all precipitate until TCLP results received. Should the samples fail TCLP, continued collection of precipitate and management of paint chips as hazardous waste would be required.
Contractor required to sample several (3 to 5) representative locations of LBP on metal & conduct TCLP analysis prior to demo start. Less samples required if the Contractor can reasonably demonstrate that the paint material is homogenous. The precipitate may still require collection to protect any nearby habitat, as determined by CEI.
3.2.2 Propose methods and equipment required for demolition
3.3 Analyze and develop requirements (COAs) to install communication capabilities under 3.1 above.
3.3.1 If required during COA analysis, determine availabile space for servers and supporting communication equipment at alternate location.
3.3.2 Analyze existing communication infrastructure capacity.
3.3.3 Analyze possible need for Battery and/or Generator backup. Fuel source options;
propane, fuel oil, etc.
4.0 Deliverables
4.1 PLANNING CHARRETTE TASKS
The purpose of a planning charrette is to produce complete DD Form 1391 for MILCON or Maintenance, Repair, and Restoration (MR&R) programs that accurately captures the required scope, justification and cost of a project with all supporting documentation and analysis ready for signatures by the NBSFS BCE and Commander.
4.1.1 Provide coverage map for Amherst, Bedford and NBSFS communications for each proposed COA.
4.1.2 Provide DDF1391, 10% concept design, site development drawings (comms, utilities, access etc.) for preferred COA.
4.1.3 Include/Identify Environmental Consultation and Real Property requirements to include NEPA, ESA, Real Property License, EBS, and Section 106 for each COA.
4.2 COST ENGINEERING
UNCLASSIFIED
The Government is hereafter emphasizing the importance of cost engineering/cost estimating within the development of the DD1391. Once the scope of the project in question has been developed the contractor will develop a cost estimate for that project. The contractor will engage in a quality control process which focuses on the completeness of the estimate and the relative ability of the Government to construct that project scope at a point within the near future. Perform 50 year Life-cycle cost analysis.
4.2.1 Provide Economic Analysis of all COAs (see PFAS econ analysis).
4.2.2 Provide final parametric estimate for preferred COA to include new tower, communications equipment and supporting infrastructure, environmental consultation costs, demolition costs, and disposal fees.
4.3 PC WORKSHOP PREPARATION (15%)
Upon completion and NBSFS acceptance of PC workshop preparation effort herein, the Government will authorize payment equivalent to 15% of total planning charrette item performance.
4.4 CONDUCT PC WORKSHOP (60%)
Upon completion of PC Workshop Tasks and determined acceptable by the COR, the Government will authorize payment equivalent to 60% of total planning charrette task item performance.
PC Workshop is complete after the on-site charrette and upon COR receipt of all-briefing presentation, all meeting and interview minutes, and acceptance of Tab C update to reflect events.
4.5 DD Form 1391 Document (100%)
Upon completion of DD Form 1391 Tasks and determined acceptable by the COR, the Government will authorize payment equivalent to the balance of total planning charrette task item performance for the preferred COA.
DD Form 1391 Document effort is complete upon the COR determination that the complete 1391 with all supporting tabs and supporting details that reflect all government comments has been properly loading into the processor.
