About this file

The document is a Statement of Work (SOW) for crane rental services to support the Federal Aviation Administration Logistics Center's (FAALC) Northern Border Remote Video Surveillance System (NB-RVSS) project. The SOW requires a contractor to provide a 150-ton minimum capacity crane, operator, and rigging equipment to remove and replace a radar system mounted on a 180-foot self-supported tower near Buffalo, New York. The specific location is currently scheduled for the Ripley Sewage Treatment facility (BUN 13) but may change to the Erie County Water Authority (BUN 11), with sites approximately 50 miles apart.

The project involves safely removing an existing 718-pound (326 kg) radar system and lifting a replacement system into position. The crane operator must be licensed, bonded, insured, OSHA-compliant, and skilled enough to complete the requirements. The work is expected to take three working days and must be completed within 60 days from the award date. Vendor personnel will require security approval through an OPR vetting process and must carry a site visit request (SVR) while on Customs and Border Protection (CBP) property. The procurement strategy is still being determined and may include full and open competition or set-asides for small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms.

Statement of Work for Crane Rental Buffalo, New York

1. Background

The Federal Aviation Administration Logistics Center (FAALC), through the Northern Border Remote Video Surveillance System (NB-RVSS) service order agreement (SOA), provides Customs and Border Protection (CBP) with logistics support to achieve control of the northern border of the United States. The NB-RVSS is an essential element of the broader CBP mission to secure and protect our nation's northern border.

2. Scope of Work

The FAALC is replacing a radar system mounted atop a 180-foot self-supported tower. A radar system consists of one each of the following components physically mounted together as a single assembly: 21-foot antenna, antenna turning unit. A crane is needed to remove the existing system and lift the replacement system into position for installation.

The contractor will provide the 150-ton (at minimum) crane, crane operator, and rigging equipment to (1) safely bring the existing equipment down to ground-level for transportation away from site, and (2) safely lift the replacement equipment into position for installation atop the tower.

The payload weighs approximately 326 kilograms (718 lbs.). The FAALC will require the crane, crane operator, and rigging equipment to be onsite for three working days.

Appendix A provides information on the equipment that will be removed/installed on the tower.

3. Location of Work

The location of this work is currently scheduled for BUN 13. However, based on current tower assessment results the work may include or change to BUN 11. These sites are approximately 50 miles apart.

Ripley Sewage Treatment facility (BUN 13)

10168 W Lake Rd, Ripley, NY 14775

GPS: 42.28189, -79.72063

Erie County Water Authority (BUN 11)

722 Sturgeon Point Rd, Derby, NY 14047

GPS: 42.69344, -79.03819

4. Requirements

The contractor will provide all materials, equipment, tools, transportation, labor, travel, and vehicles to complete the following requirements. The contractor will provide:

A 150-ton (at minimum) crane with specifications capable of completing the following:

Move the existing antenna system (approximately 326 kilograms) from atop the tower to ground level for transportation off site.

Lift the replacement antenna system (approximately 326 kilograms) from ground level to the top of the tower, move and hold in place for installation.

A crane operator that meets the following requirements:

License

Bonded and insured

Occupational Safety and Health Administration (OSHA) compliant

Skilled enough to complete all requirements identified in this document.

Rigging equipment to safely move antenna equipment with crane

5. Acceptance Criteria

All specified requirements (Section 4) have been completed and accepted.

The existing antenna system is successfully removed from the tower.

The replacement antenna system is successfully installed atop the tower.

6. Period of Performance

The duration of the on-site work for this project is expected to be three standard working days. This project will be completed within 60 days from the date of award. Specific start and end dates will be determined following award.

7. Other Considerations

Security requirements:

Vendor personnel performing onsite work on CBP property will require approval through OPR vetting. The FAALC will provide the vendor with an OPR vetting form. The vendor is responsible for providing the requested information for each person that will be onsite.

The FAALC will submit a site visit request (SVR) to CBP for approval after all vendor personnel have been approved through the OPR vetting process. Vendor personnel are required to always carry a hard copy of the SVR on their person while on CBP property.

ANTENNA TURNING UNIT TYPE ST1-F10

for radar antenna types KSH10-AS-00000 / KAH10-AS-00000 / KSC10-AS-00000 / KAC10-AS-00000

The type ST1-F10 antenna turning unit (ATU) consists of a shaft mounted helical gearbox with a hollow spline shaft, a 3-phase electrical squirrel-cage asynchronous motor, a one-channel microwave rotary joint and an optical rotary shaft encoder delivering 1024 azimuth count pulses and 1 azimuth reference pulse per antenna revolution. The rotary joint has a through-going shaft for direct coupling of the rotary shaft encoder, resulting in accurate and stable antenna bearing data for the radar system.

A support (pedestal) is supplied with the ATU for platform mounting of the radar antenna system.

The gearbox has an extremely flat gear housing and a long shaft-centre distance, making it very compact. The helical gearing is finished to the highest standards. In conjunction with the inherently rigid block design and damping effect of the housing this results in a very low sound pressure level. The gear wheels and the shaft bearings are lubricated with synthetic oil. The gearbox is completely enclosed on all sides and has an air bleed nipple. It is delivered already filled with the operational quantity of oil (5.5 l). The end of the hollow output shaft is a spline shaft which adapts to the bearing-mounted inside spline shaft of the antenna mounting flange.

The support has two hatches with screw-on covers, which give access to the various components for installation and maintenance purposes. A large circular hole in the bottom of the support facilitates feeding through the transceiver waveguide, the motor supply cable and the encoder cable.

The gearbox is driven by the electric motor via an adapter fitted with a plug-in curved tooth coupling. The coupling provides a flexible coupling of the motor shaft and the input shaft of the gearbox and so compensates for axial, radial and angular shaft displacement.

The gearbox can optionally be fitted with a combined oil level and oil temperature sensor with normally closed electrical contacts. The electrical contact of the oil level sensor opens if the oil level drops below the minimum level, which is when approximately 1 litre of oil has been lost. The electrical contact of the oil temperature sensor opens in the unlikely event that the oil temperature reaches +80º C.

The ATU and both the inside and outside of the support are finished with a durable, white polyurethane-base paint coating.

Radar Antenna type SBS-A64-H IALA-advanced

Designated for Kelvin Hughes

D E S C R I P T I O N

The type SBS-A64-H radar antenna consists of a symmetrical metal horn, which is excited by an end-fed slotted waveguide. The horn generates a horizontally polarized, fan beam shaped elevation radiation pattern.

The antenna aperture is covered by a glass fibre reinforced sandwich radome for weather protection. The half round shaped radome and rear gives the antenna a very low wind resistance. Therefore, only a relatively low power electric motor is needed for its turning unit.

Corrosion resistant aluminium alloy is used throughout the structure. The antenna, including its radome, is finished with a white aircraft paint coating, making the antenna resistant to high solar radiation and large temperature variations. At the specified environmental conditions, including a rough sea climate, the antenna does not require regular maintenance.
