About this file
This document contains a specifications document and related federal contract opportunity notice. The specifications document outlines requirements for an RF Arbitrary Waveform Generator to be purchased by the National Institute of Standards and Technology. Key requirements include outputs capable of greater than 60 gigasamples per second with over 20 GHz bandwidth and 8-bit resolution, at least 10 gigasamples of memory, and hardware-implemented FIR filters. The generator must be rack-mountable, compatible with NIST's Josephson arbitrary waveform synthesis systems, and covered by a manufacturer warranty.
The related federal contract opportunity is a sources sought notice to identify potential vendors for an indefinite delivery/indefinite quantity contract for the generators over four years. Responses are due within five pages describing company information and capability to meet the specifications. If at least two qualified small businesses are identified, the requirement may be set aside for small business. The notice specifies a North American Industry Classification System code of 334516 for analytical laboratory instrument manufacturing and provides a small business size standard of 1,000 employees.

Requirements / Specification Document
TITLE: RF Arbitrary Waveform Generator
Requesting Laboratory / Division / Group:
Communications Technology Laboratory Radio Frequency Technology Division Superconductive Electronics Group (672.06)
General Statement of Need:
The National Institute of Standards and Technology (NIST), along with the Superconductive Electronics Group (672.06) provides Josephson Arbitrary Waveform Synthesizer (JAWS) systems as a standard reference instrument (SRI). As part of disseminating an SRI JAWS system, we require one (1) Arbitrary Waveform Generator that will provide fast, arbitrarily shaped pulses at a speed >15 Gpulse/second to arrays of Josephson junctions which then generate standard voltages. We propose to purchase an instrument that operates at faster than 60 Gigasamples/sec with greater than 20 GHz analog bandwidth, at least 8 bit resolution, at least 10 Gigasamples of memory, and internal FIR filter that is identical to that used in prototype SRI JAWS systems at NIST. This instrument uses proprietary features (DAC design, etc.) that will work with existing hardware used in our experimental system.
Furthermore, items from other manufacturers cannot be used without requiring both hardware and software modification, and hardware and software modification would create significant additional costs to the government, and potentially harm programmatic requirements if unanticipated functional changes in performance occur due to the hardware and software modification.
Item Specifications and Quantities:
Item 1: RF Arbitrary Waveform Generator Quantity: 1 - EACH Specifications:
1 Generator shall have at least 4 outputs:
1.1 At least 2 independent output channels (read from different memory sections)
1.2 Two complementary outputs (one per independent output)
2 Ability to generate samples at a not-return-to-zero rate of
>60 Gsamples/sec
2.1 Each output must have an analog bandwidth of at least 20
GHz 3 Ability to choose between at least 256 voltage levels (8-bit) for each sample 4 A peak-to-peak maximum voltage of at least 500 mV into
50Ω for each output 5 A memory size large enough to generate a different arbitrary waveform on each independent channel with a length of 100 msec, and
5.1 Ability to switch between different stored waveforms
6 A finite-impulse response (FIR) filter implemented in hardware for each independent output channel 7 Ability to take and deliver a clock and fast trigger signal.
8 Communication with the generator must be possible over a
USB 2 or 3 9 Generator must be compatible with the NIST SRI JAWS system 10 Generator must be self-contained and powered using standard 120Vac wall power.
11 Generator must be rack mountable 12 Generator must be an established commercial product with multiple units operating successfully in the field.
Experimental, prototype, or custom items are not acceptable.
13 Generator shall be a new (not refurbished or reconditioned) item covered by the original manufacturer’s full warranty with service provided by that manufacturer’s U.S.-based service organization. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable.
