About this file
This is a Requirements/Specification Document from the National Institute of Standards and Technology (NIST) for the procurement of External Cavity Diode Lasers, issued by the Communications Technology Laboratory, Radio Frequency Technology Division, Electromagnetic Fields Group (672.02), dated March 11, 2026 (Revision 1).
NIST seeks to procure a two-laser system consisting of a 780 nm external cavity diode laser and a 776 nm external cavity diode laser, collectively known as "Sensor for a Laser Intensity Quantum Standard" (SLIQS). The system will enable Rydberg measurements in rubidium and cesium atoms and support imaging of high-power lasers using excited states of rubidium atoms. Item 1 (780nm laser) requires tunable diode laser with external cavity around 780 nm, full coarse tuning covering 778-790 nm, output power exceeding 30 mW at 780nm, 5 microsecond linewidth with ≤10 kHz mode-hop-free tuning range, M2≤2 output beam quality, optical isolator with ≥60 dB isolation, fiber coupling, software-based atomic reference locking with FFT and power stabilization features, TCP/IP or USB computer control with free APIs for LabView and Python, ultra-stable mirrors with solid metal machined housing, low noise and drift drivers, and compatibility with existing Topica Photonics laser systems and controls. Item 2 (776nm laser) contains analogous specifications with tuning coverage of 770-790 nm and output power exceeding >35 mW at 776 nm. Additional procurements include a Saturation Spectroscopy Module (Item 3), two Fiber-Coupling Ports for Infrared Beams (Item 4), Auto-Lock Software (Item 5), and two Fiber Patch Cables (Item 6).
Vendor requirements mandate possession of an Export Control Classification Number (ECCN) and active Unique Entity Identification (UEI) registration on SAM.gov at time of award. Delivery shall be completed no later than 4 weeks after receipt of order (ARO) with partial delivery acceptable. Acceptance is expected to exceed 7 business days, completed after vendor installation within 14 days. Shipping address is NIST-Boulder, Mail Stop 672.02, 325 Broadway, Boulder, Colorado 80305. The specification requires vendor technician on-site installation, base manufacturer warranty for 1 year or 3,000 hours, software, electronic manuals, and license keys as electronic media deliverables.
