STATEMENT OF WORK
TITLE: Procurement and installation of a 5 ton (10,000 lbs.) overhead hoist LAB REQUESTING SERVICE: Material Measurement Laboratory, Applied Chemicals and Materials Division
I. BACKGROUND INFORMATION
The Applied Chemicals and Materials Division (ACMD) Fracture Mechanics Laboratory has an ageing overhead hoist. This hoist supports a variety of scientific research applications is the lab and is used to move bulk material, equipment and install fixtures and specimens. Upon its last inspection the existing hoist was found to have numerous deficiencies and we have determined that it is more cost effective to replace the hoist to ameliorate operational and safety related deficiencies.
II. SCOPE OF WORK
NIST will receive shipment of the new hoist and make it available in the workspace or provide a forklift for unloading if the selected contractor arrives with the hoist for installation. The selected contractor will be required to provide their own man lift as well as any necessary lifting equipment for removing the existing hoist from the bridge and installing the new hoist. The selected contractor will electrically and mechanically disconnect the existing hoist and palletize it, NIST will handle disposal. The selected contractor will assemble (if applicable), install, and electrically connect the new hoist to the existing bridge and electrical connections. The selected contractor will remove all the trolleys on the control wire festoon and install the appropriate number of new trolleys to meet all applicable installation codes. The selected contractor will perform any necessary on-site adjustments e.g. setting upper and lower limits and any other work not performed by the manufacturer. The selected contractor will perform a dead weight load test once installation is complete. The selected contractor will provide NIST a certificate of conformity and initial installation inspection report.
III. SPECIFICATIONS
Detailed specifications of current infrastructure are not available from NIST, the selected contractor will be responsible for inspection of current mechanical and electrical systems in order to specify new replacement equipment. Site visit for inspection of the current system will occur Wednesday, August 10, 2016 at 10 a.m. Mountain Time located at NIST, 325 Broadway, Building 2, Room 1400, Boulder, CO 80305.
· Hoist must mate directly to existing bridge with no structural modifications
· Must utilize existing electrical supply
· Must have load rating of 5 ton (10,000 lbs.)
· Must have Weston style mechanical load break
· Must have variable frequency (VFD) motor driven trolley suspension
· Must have variable frequency drive (VFD) two speed lift
· Must have factory load test, in addition to installed dead-weight load test
· Must have 115 volt or lower control pendant
· Must have full range of lift (floor to hoist)
· Must have block operated upper limit stop
· Must have one handed push button control pendant with integrated strain relief
· Must have fully rotating hook with spring loaded latch
· Must have shrouding on lower block
· Must have wire rope guide or another device to prevent rope overwrap
Warranty: The Contractor shall include at least a one (1) year warranty on all parts, materials and labor for the hoist and associated equipment.
IV. PERIOD OF PERFORMANCE
Installation final testing at NIST Boulder within 90 days of award.
V. PLACE OF PERFORMANCE
Installation of the hoist shall be accomplished at NIST, 325 Broadway, Building 2, Room. 1400, Boulder, Colorado 80305. Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays or closures due to hazardous weather. Vender will notify TPOC at least a week prior to the installation date to enable lab users to make accommodations to allow adequate work space as well as enough space for required equipment i.e. the man lift.
VI. GOVERNMENT FURNISHED PROPERTY
· Access to the NIST, Boulder, CO campus.
· NIST/ACMD owned or NOAA owned (shipping and receiving) forklift to remove new hoist from delivery vehicle and place it in workspace. Neither will be available for use in the installation or removal process.
· NIST/BMSS owned front end loader to unload and load dead weights from and to the delivery vehicle if the delivery vehicle is unable to access the work space.

VIII. PERFORMANCE REQUIREMENT SUMMARY
The Contractor shall demonstrate that all performance standards in this statement of work have been met. A certificate of conformity with applicable crane/hoist standards shall be provided by the selected contractor. An initial installation inspection report shall be provided by the selected contactor.
IX. RISK ASSESSMENT
The HSPD-12 Security Risk Level assigned to this Task Order is: Low
X. GENERAL INFORMATION
Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations. Copy to be provided by Acquisitions Office. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued. The pass shall be displayed on the vehicle’s rear view mirror in accordance with instructions. The Contractor employee shall follow NIST procedures for removal and turn-in of the vehicle pass upon termination of services under this contract.
