STATEMENT OF WORK

TITLE: Metal-Based Systems Data Capture / NB647010181903CM

I. BACKGROUND INFORMATION

This task order provides scientific services that support the Thermodynamics Research Center Group of the Applied Chemicals and Materials Division utilizing Government furnished computer equipment and facilities.

II. SCOPE OF WORK

a. OBJECTIVES/PURPOSE The National Institute of Standards and Technology, Material Measurement Laboratory, Applied Chemicals and Materials Division applies a variety of state-of-the-art technologies to advance fundamental and applied measurement science and technology for thermophysical and thermochemical properties. Areas of work include abstraction and assessment of published properties data in this field (archived in NIST’s internal SOURCE database), value-added data products, assessments of data quality, and predictive technologies, which are broadly applicable in various areas of basic research, product and process design and system development. The Government’s current requirement may be summarized as follows: Design, implementation and enhancement of data capture procedures (with Guided Data Capture (GDC) software developed at NIST) for thermophysical and thermochemical properties of metal-based systems (pure metals, binary and ternary mixtures of metals, alloys and intermetallic compounds) derived primarily from original sources published in the scientific literature.

b. GENERAL:

The contractor provides all support for project oversight, administration and technical execution of this task order.

c. SPECIFIC REQUIREMENTS:

The Contractor shall complete the following tasks:

TASK 1. Test and refine NISTs workflow and associated digitization software (e.g. GDC) for capture and storage of thermophysical and thermochemical property data of metal-based systems (pure metals, binary and ternary mixtures of metals, alloys and intermetallic compounds) as represented in published articles through documented feedback to the NIST TPOC by participating in monthly review meetings, providing a monthly report stating all suggested modifications to either the workflow or the data capture process..

TASK 2. Develop, refine and provide quality assurance testing of an XML Schema Document (XSD) for capture and dissemination of thermophysical property data of metal-based systems in an Extensible Markup Language (XML) consistent with design principles for ThermoML by participating in review meetings and providing a final review document to the NIST TPOC.

TASK 3. Develop and refine a relational database schema for storage of thermophysical and thermochemical property data of metal-based systems consistent with design principles of the NIST/TRC SOURCE data archival system for storage of data collected with technologies described in Task 1. Attend monthly review meetings to discuss the current state of schema development and produce an entity-relationship diagram describing the schema.

TASK 4. Refine NIST’s web-based interface for visualization and dissemination of thermophysical and thermochemical property data of metal-based systems utilizing data stored in the data infrastructure described in Task 3. Develop additional web services for JSON based distribution of the aforementioned data.

TASK 5. Implement procedures as described in Task 1 for at least 400 selected published articles about thermophysical or thermochemical property measurements on metal-based systems. Produce Guided Data Capture based files for each of these.

TASK 6. Implementation procedures as described in Task 1 for at least 100 selected German language published articles about thermophysical or thermochemical property measurements on metal-based systems.

Produce Guided Data Capture based files for each of these.

TASK 7. Provide training for undergraduate or graduate students who are hired by NIST to facilitate data capture for metal-based systems. This training will be documented by Guided Data Capture files produced by the students during training. The total number of training sessions is not to exceed one per student per day.

TASK 8: The contractor shall present at various professional meetings and conferences work performed as part of tasks 1-7 and be responsible for preparing any necessary documentation or presentation materials.

III. PERIOD OF PERFORMANCE:

The base period of performance shall be 9 months from date of award plus one 12-month option period.

IV. PLACE OF PERFORMANCE:

All work shall be accomplished at NIST, Boulder, Colorado. For safety considerations, all work shall be accomplished during normal duty hours Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal holidays and when the NIST Boulder campus is closed due to funding, weather, or other unforeseen circumstances. Facility access during non-NIST duty hours must be coordinated with the Task Order Contact, the Task Order Contracting Officer Representative (COR), Technical Contact, TRC Data Entry Facility Manager or the Group Leader.

V. GOVERNMENT FURNISHED MATERIALS:

All property, data and information provided by the Government in the performance of this task remains the property of the Government and shall be surrendered to the government upon completion or termination of this requirement.

Likewise, all deliverables generated under this requirement remain the property of the Government.

Upon award of this requirement, the Government will provide the Contractor with all office equipment needed in the performance of this requirement. The Government will also furnish the Contractor with an office, furnished with a desk, chair, computer and a telephone. The Contractor will not be provided with a government laptop or cell phone to use on travel related to this task order.

Monthly progress report that documents the following for the previous month: Activities accomplished, deliverables completed, outstanding deliverables, any delays, reasons for delays, travel summaries, and recommendations that were brought to the attention of the NIST Task Order Contact or Contracting Officer’s Representative (COR.).

In addition to monthly progress reports, specific deliverables for each task will include the following.

1. Validated Guided Data Capture software, developed and tested in collaboration with NIST staff, suitable for properties of metallic systems

VII. PERFORMANCE REQUIREMENT SUMMARY

Deliverables must be in accord with ThermoML, the IUPAC standard for thermodynamic data communications.

Standards for Acceptance of Deliverables:

The NIST Task Order Contact or COR will provide comments on each deliverable within 14 calendar days from receipt of a given deliverable. The Contractor shall make any needed changes to the reports within 14 calendar days from receipt of electronic or written comments from the NIST Task Order Contact or COR. The NIST Task Order Contact or COR will provide written notification when a deliverable is accepted.

VIII. TRAVEL

The contractor may be required to complete domestic or foreign travel which will be directly related to the work.

Travel would most likely involve participation in either a professional or a project team meeting. Anticipated travel includes at least two foreign and four domestic trips. The contractor will be given at least 30 days’ notice to prepare for the trip.

IX. CONTRACTOR’S MINIMUM QUALIFICATIONS

1. Effective written and oral English communications

2. At least three years of documented experience with Guided Data Capture and ThermoData Engine software programs

3. Proficiency in reading and translating technical German

4. Experience training students

5. A Ph. D. concentrating on the thermodynamics of metal-based systems or documented equivalent experience
