3.0 QUOTATION EVALUATION CRITERIA
3.1 Method of Award
The award of a purchase order resulting from this solicitation will be made to the Offeror whose proposal offers the best value, through the trade-off process, to the Government from a technical, risk, and cost/price perspective. In determining what offer provides the best value, non-cost/price factors are considered equal in importance to cost/price. Award will be made to the Contractor: (1) whose proposal is technically acceptable meeting the requirements as outlined in the Performance Work Statement (PWS); and (2) whose technical and cost/price relationship is considered to be the most advantageous to the Government; and (3) who is considered to be responsible within the meaning of FAR 9.104. Price will be a factor in the award decision, although the award may not necessarily be made to that offeror submitting the lowest cost/price. Likewise, award will not necessarily be made for non-cost capabilities that would appear to exceed those needed for the successful performance of the required services.
When non-cost/price factors become equal among proposals, cost/price will be the determining factor.
The government reserves such right of flexibility in conducting the evaluation as necessary to assure an award with the contractor providing the best value to the government.
3.2 Non-Cost/Price Evaluation Criteria
The non-cost/price evaluation criteria are listed below.
Non-cost/price factors 1 through 4, when combined, are more important than the evaluated cost/price. Factors 1 and 2 are equal in importance and are the most important factors, and are slightly more important than Factors 3 and 4.
Factors 3 and 4 are equal in importance.
Factor 1. Technical Submittal requirement Contractor shall submit a brief narrative demonstrating an understanding of the requirements, the complexities involved in fundamental and applied measurement science and technology for thermophysical and thermochemical properties, provide step-by-step plan of technical approach, and identify any potential risks and how they can be mitigated.
Basis of Evaluation:
Contractor experience will be subjectively evaluated to determine your firm’s capability to successfully perform the requirement of the Performance Work Statement (PWS).
Factor 2. Experience Submittal requirement:
Contractor shall submit a brief narrative describing your firm’s experience using Attachment B, Relevant Experience Project Data Sheet performing similar data services.
Basis of Evaluation:
Contractor experience will be subjectively evaluated to determine the extent to which the general background, experience, and qualifications demonstrate its ability in performing similar services in order to successfully perform the requirements in the Performance Work Statement (PWS).
Factor 3. Key Personnel Qualifications Submittal requirement:
The contractor shall submit resumes showing they meet the minimum requirements, education and experience described in the PWS.
Basis of Evaluation:
The Government will subjectively evaluate the extent to which the resumes submitted for the Offeror’s proposed key personnel demonstrate they have satisfied the minimum requirements described in the SOW and have appropriate education, qualifications, and experience necessary to successfully perform the contract requirements.
Factor 4. Past Performance Information Submittal requirement:
Offeror shall submit Attachment C, NIST AMD Team-E/Boulder Past Performance Questionnaire (Form PPQ), detailing performance for the offeror, and if appropriate, any proposed sub-contractors. The performance should identify its relevance to the PWS and the extent to which it demonstrates that the Offeror has successfully completed relevant contracts in the past three (3) years.
Basis of Evaluation:
The Offeror’s (and sub-contractor if appropriate) past performance information will be subjectively evaluated as to quality, timeliness, ability to control cost, and schedule of past work to determine the quality of service, and the extent to which the Offeror has performed work of a similar type, magnitude, and complexity.
The Government will assign a neutral rating to Offerors with no relevant past performance.
Factor 5. Price Cost/price will be evaluated but not scored, separately from past performance and other non-cost/price factors, and will be evaluated for fairness and reasonableness. Cost/Price evaluation will include any options.
The total evaluated cost/price will be evaluated for reasonableness in terms of:
| • | Level of effort, in that the proposed labor mix and labor hours are based on reasonable assumptions. |
| • | Consistency with the technical approach, in that the prices are consistent with and reflect the proposed staffing and/or equipment requirements for all years. |
· Contractors shall include price by base and option year(s) and a summary. The contractor shall identify labor skill categories/job within the pricing sheets. Please provide supporting information and documentation such as calculations, price lists, product literature, or any other applicable supporting documentation.
Price discounts are requested.
